DESCRIPTION
The Maryland Transit Administration (MTA) is seeking a Manager of the OCC Operations Communications. The right leader will be responsible for assisting Executive Management in providing overall leadership of the Operations Control Center in formulating and achieving public transportation goals and objectives.
The Operations Communications Manager OCC impacts the MTA's organizational success by:
+ Providing leadership and direction, technical oversight, and administrative guidance to assigned managerial staff, clerical support staff, and division personnel.
+ Directing, planning, and coordinating the supervision and communication of safe and efficient transit services for MDOT Maryland Transit Administration.
+ Overseeing and monitoring all communications mediums including but not limited to e-news notifications, webpage postings, live and pre-recorded station announcements, and hyper-alerts for all core modes of Bus, Light Rail, and Metro Subway on a 24/7 basis.
+ Working in conjunction with other Operations departments to resolve any problems with inoperative equipment associated with service.
+ Provides training and guidance and develops the professional growth of assigned staff.
+ Managing the other modes within OCC in the absence of other mode managers as assigned.
+ Collaborating and partnering with executive leadership team, support departments, operating units to identify communications improvement opportunities.
+ Formulating and recommending operating policies and procedures or changes in existing policy and procedures.
+ Monitoring and evaluating the functioning of the Operations Communications team through creation of operational processes, scheduling, work assignments, and staffing recommendations.
+ Represents OCC as designated in meetings, as committee member, and before community and business groups.
The Manager of Operations Communications OCC is the central point of contact between the modes in the Central Control Center (CCC) regarding all service issues. This position is responsible for responding to operational issues and meeting program and safety compliance objectives to provide safe and efficient customer service and to support a diverse customer base throughout Maryland.
This vacancy is located in Baltimore, MD.
Qualifications
PREFERRED QUALIFICATIONS:
Education:A Bachelor’s degree from an accredited college or university. Applicants may substitute additional experience for education on a year-for-year basis.
Experience: Five (5) years of experience in administrative or professional work. Two (2) years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
* Experience should include at least four (4) years in a middle management or higher-level capacity managing in a public or private sector urban bus/rail transit agency and/or experience in large transit operations or transit properties.
The ideal candidate will be a successful team-builder and change agent, with at least (3) years of progressively responsible experience in an operational command and control setting (e.g., rail, aviation, military, etc.) with personal responsibility for communication delivery and identification and management of risks associated with such a function.

1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience. of experience in construction, facilities maintenance, or skilled trade work to include experience developing scopes of work for multiple areas of facilities maintenance and light construction projects. Two (2) years of this experience must have been in a supervisory capacity.
