Develop safety programs in alignment with the Customer Safety Plan, ensure compliance with all rules and regulations, and provide guidance to field personnel. In coordination with the Training Manager, the Safety Manager will help create safety related training for employees. Perform day to day safety monitoring of safety related activities involving operational and maintenance employees. Oversee all items relating to regulations, rules, inspections, audits, testing, incident investigation, and corrective action plans. The Manager of Safety shall utilize data to perform trending and tracking of hazards and provide a risk-based analysis of all incidents. The Manager of Safety shall report to the Assistant General Manager of Training/Rules/Compliance/Safety (AGTRCS) and shall not be responsible for operational and maintenance KPI’s.

Duties/Responsibilities:
Develop submittal and support the Training Plan under 49CFR‐Part 243 regulations.
Maintain documentation of training and qualifications performed of contractors, subcontractors, third parties, Authority, and public agency employees.
Manage the Title 49, CFR, Part 219 program.
Ensure contract compliance with Federal, State, and local regulations and with SCRRA
Standards, Rules, Regulations and Policies.
Perform field observations, and audits.
Develop training curriculum, programs, testing and qualification guidelines.
Develop a safety culture to ensure all staff are adequately trained and understand the Rules,
Regulations and Safety Standards.
Perform regular consultation and plan meetings with the Authority’s Safety and training Manager.
Immediate condition response and initiate for care of employee(s), document, and investigation of incident and or accident.
Participate and attend authority Safety committee meetings, Root Cause Analysis and close out.
Follow up reporting, fact findings and corrective actions.
Maintain a strong relationship with Authority safety and risk management personnel.
Ensures compliance with Federal State and local regulations.
Other related duties as assigned.
Skills/Abilities:
Strong written and oral skills, including ability to explain and present Safety Rules, regulations, and standards to others.
Demonstrate full and complete knowledge of Federal Regulations Parts 200-299, CPUC
Regulations, and CAL/OSHA regulations.
Computer literacy in Excel, Word, Power Point and Windows
Ability in implementing, directing, and monitoring safety programs.
Ability in maintaining and motivating a safe working environment.
Knowledge of conducting comprehensive accident investigations
Education and Experience:
Bachelor’s Degree in technical or safety related field or equivalent experience.
Certification of ASP‐ Associate Safety Professional preferable
Certification of CSP‐ Certified Safety Professional preferable
2 years of supervisorial experience in railroad operations or maintenance.
7 years of experience as a Trainer / Safety Manager with an FRA regulated agency.
Experience in incident investigation using various technics to determine root cause.
Requires familiarity with and ability to stay current with industry standard.
Requirements:
Physically able to conduct inspections and carry equipment used for inspections.
Prolonged periods of sitting at a desk and working on a computer.
Must be able to lift up to 25 pounds at a time.
Other:
Must have valid California Driver’s License with good driving record of no more than 2‐points and no DUI’s within the last 3‐years. Pass background check.
Must be able to pass a pre‐employment physical examination including a drug test.
Good understanding of 49 CFR 200 – 299. on start Date
Must be able to work outdoors in all weather conditions
Pay Range:
$88,480.00 to $132,720.00 depending on experience/qualifications.
