Position Responsibilities:
Responsible and accountable for the strategy, planning, and execution of all material and services content for a Program or collection of Programs. Acts as the main focal point for the Program Management Office (PMO) for the entire supply chain and coordinates cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers. Develops the material strategy and leads the activities for GSC in all phases of the Business Acquisition Process (BAP). Ensures that prior to program execution, all elements of the proposed program(s) plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies. Leads supply chain Program execution and is accountable for resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution. Briefs the PMO and executive management on the status and issues affecting Program cost and schedule performanceWill manage a team of supply chain professionals and oversee all aspects of Supply Chain for the Organizational Unit, delivering status reports, act with a sense of urgency in response to exigent requirements, applying supply chain knowledge and experience to successfully navigate high pace and high-level expectations. Must have ability to educate program teams, direct reports, and suppliers on processes, policies, FAR/DFARS, and procurement and subcontracting principles is essentialEncompass the full range of the procurement and subcontract acquisition process including participation in strategic sourcing decisions, domestic and international subcontracting, teaming agreement generation and execution, and preparing requests for proposals consistent with customer solicitations, federal statutes and regulations, and enterprise policies and proceduresWill have responsibilities for evaluating proposal submissions, identifying risk and mitigation strategies, developing negotiation plans and negotiating, and preparing subcontract files in compliance with Northrop Grumman principles and operating practicesIn addition, the selected candidate will manager a team of 4 subcontract/procurement specialists and must be able to:

Bachelor's degree with 7+ years of supply chain/business or related experience; Master degree with 5+ years of related experience or 11+ years' of related experience may be considered in lieu of degree management/contracts/program management and/or Subcontract Management experienceMust have Purchasing experienceMust have experience leading others, supervisory, project or team leadershipMust have the ability to obtain and maintain a secret clearance within a reasonable amount of time as determined by the Company to meet its business needsPreferred Qualifications:
Proficient in Microsoft Office (Project, Access, Excel and PowerPoint)Understanding of the technical, manufacturing, or supply chain requirements for platforms or systems being delivered to US Government and International customersFamiliarity with procurement, quality, and export management policies, procedures, and regulationsExperience working with complex subcontractors in a subcontract manager role to include fixed price as well as cost plus subcontractsDemonstrated leadership and people management skills with the ability to model and promote a strong sense of engagement, teamwork, and cooperationDemonstrated experience developing complex agreements such as long term agreements, teaming agreements, strategic alliances, MOA’s, overriding Terms and Conditions, claims and settlementsExcellent business acumen, problem solving, communication and organizational skillsAbility to lead and influence internal customer and supplier communityAbility to obtain a security clearanceSalary Range: $101,900.00 - $152,900.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
