The Production Control Manager/Work Planner is an individual trained and qualified to generate work instructions and assemble necessary elements into work packages. The Production Control Manager/Work Planner has a major responsibility for coordination of work package development to achieve a product that accurately reflects the input of the work planning team. Duties include:
Responsibilities
Serves as the primary interface with the Recipient in Charge” (RIC) in Work Control Document (WCD) scoping, development, planning, and identification of the Subject Matter Experts (SMEs) who will participate in the planning team in accordance with “Creating, Approving, and Issuing a Permit to Work in ePAS”
Facilitates work site walk down(s), planning meetings, hazard analysis and other required activities of the Planning Team to identify the steps to complete the scope of work, tools or equipment needed to perform the work, chemicals expected to be utilized, and any identified work-place hazards
Reviews applicable work history, process knowledge, and lessons learned for incorporation into work scope, hazard identification, and work instructions
Ensure the following elements within the WCD are accurately and appropriately completed
The scope of work is clearly defined
The identified hazards are analyzed
Appropriate mitigative measures are identified to control the hazards
After the WCD is completed have the RIC review the document along with any SMEs that may have been identified in the preparation of the WCD and obtain appropriate concurrences and approvals of the WCD
After the WCD has been approved and any applicable certificates (i.e., LOTO, excavation permit, etc.) obtained, prior to the work being performed support the RIC in performing a pre-job briefing with the affected workers
Assists the field work teams in processing changes to the WCD
Reviews and concurs with the WCD and affected changes
Assists in the monitoring/upkeep of supporting documents to ensure performance documents remain current
When the work is complete perform an inspection of the area to ensure the scope of work is complete; all waste, tools, etc. have been properly removed; and the area is safe to occupy
Performs work package post-review/closeout including identification of any lessons learned
Ensure that the WCD has been “Surrendered” in accordance with Section 12 of “Creating, Approving, and Issuing a Permit to Work in ePAS”
Other duties as directed by the JLab Director of Facilities and Maintenance or his designee
Work with JLab personnel to identify and recommend improvements to the WCD development process
Work with Akima project manager to perform other tasks as directed
Qualifications
Bachelor's degree in arts
5-7 year's experience in HSE Management on a DOE site.
