Northrop Grumman’s Mission System (NGMS) sector is seeking a Manager, Programs Level 1 to support the Advanced Land Sensors Operating Unit (OU) at our on-site location at Troy Hill in Elkridge, MD.

This manager will be responsible for profitable execution of programs that meet schedule and customer requirements, starting a Deputy Program Manager role.  Our ideal candidate will possess exceptional technical expertise and collaborative people skills with the proven ability to work within a technically dynamic, high-growth, fast-paced and strategically important operating unit.

What You'll Get to Do:

Directs and owns all phases of programs from inception through completion, executing assigned programs in coordination with project engineers, operations, contracts, and financial personnel in project execution.Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs, including periodic estimates at completion (EACs).Acts as primary customer contact for program activities, leading program gate review sessions with customer to discuss cost, schedule, and technical performance.Effectively communicate progress to customers, senior leadership and company wide audiences.Participates in the negotiation of contracts and contract change management.Establishes program milestones and monitors adherence to master plans and schedules.Identifies program problems and determines solutions, including the creation and execution of return-to-green (RTG) plans.Establishes and manages program risks and opportunities.Coordinates the preparation of proposals, capture plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.Develops new business or expands the product line with the customer.Coordinates staffing resource and facility needs with functional areas for programs within their program portfolio.Provide for an open and collaborative relationship with customers, subcontractors, business unit leadership, and within related division and sector interests.Works closely with leadership to ensure full compliance with Division, Corporate, and Government policies.

Basic Qualifications:

Bachelor’s Degree in STEM and 5+ years' or Master's Degree in STEM and 3+ years of related professional and/or military experience that includes a background in project/program management.Strong technical exposure within a related discipline.Strong interpersonal, communication and presentation skills.Experience supporting DoD Cost-Plus and Fixed-Price contracts.Knowledge of Earned Value Management (EVMS).Willing/able to do periodic international travel.US Citizenship.Ability to obtain and maintain an active DoD Secret Clearance after starting.

Preferred Qualifications:

Experience with Radar Programs.Experience with IT/Networking/Encryption.International Business/Export Compliance Experience.Post Delivery Support Experience (logistics, spares and repairs).Knowledge of Northrop Grumman internal processes, procedures, and organization.Operating a Development Program on a Prime contract.Subcontract management experience.

Salary Range: $124,000.00 - $186,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
