Northrop Grumman Marine Systems-Cape Canaveral specializes in providing deployed systems support for launching and handling systems for the US/UK Navy COLUMBIA/DREADNOUGHT Launcher Program (CDLP). We are seeking a Programs Manager 2 to direct a team and manage cost, schedule and technical activities of CDLP production projects that include Umbilical Housings, Vertical Energy Ejector Actuators, Detonator Power Assemblies. Support Qualifications for Umbilical Housing Suppliers and closure of qualification efforts.
This position is a program management role within the Launcher Program Office located at Cape Canaveral Space Force Station, Cape Canaveral, FL and will work with internal and external organizations to achieve customer needs and goals.

Responsibilities include the following:
Directs all phases of assigned CDLP Projects by providing leadership, oversight, and mentoring to the project manager team managing the individual projects from inception through completion.Responsible for the cost, schedule, accomplishment, and technical oversight of assigned projects.Participates in the negotiation of contract proposals and contract modificationsCoordinates the preparation of proposals, proposal work statements and specifications, and financial terms/conditions of the contractActs as primary customer contact for project activities, leading project status review sessions with internal management and customer to discuss cost, schedule, and technical performanceEstablishes project milestones, monitors schedules, identifies project risks and manages risk mitigation or solutionsEnsures that contract requirements are met by directing, requesting, motivating or in other ways effecting desired action by all participating functional organizations and vendors or suppliers which are necessary to meet project requirementsEnsure that each functional organizations planning is complete, consistent and realistic, considering manpower, skills, tooling and facilities consistent with that of other functional organizations and properly supported by the resources of each participating organizationAnticipate customer needs and develops strategies to fulfill those needs and or realign customers’ expectationsBasic Qualifications:
Bachelor’s Degree and 8 years, or Master’s and 6 years’ experience supporting U.S. Government contracts and customers. Will consider 4 additional years of experience in lieu of degree requirement.2 years Project Planning/Program Management experience in a DoD EnvironmentDemonstrated people leadership skills and the ability to lead effectively in a diverse team environment to achieve key milestones.Experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager - earned value managementDemonstrated ability to develop and maintain strong internal and external customer relationshipsPrior experience working with cross-functional organizations (Program Office, Engineering, Manufacturing, Supply Chain, Quality, Field Operations, etc.)Proficiency with Microsoft Office suite, Microsoft Project and SAP MRP (or similar) system.Ability to obtain and maintain DoD Secret clearanceUS citizenship requiredPreferred Qualifications:
Previous experience with the CDLP Launcher Subsystem and Support EquipmentWorking knowledge of Earned Value ManagementDesign and operational knowledge of Navy ProgramsExcellent written and verbal communication skills, leadership, and problem solving abilitiesSalary Range: $135,100.00 - $202,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
