Northrop Grumman’s Mission System (NGMS) sector is seeking a Manager Programs 2 to support the Advanced Land Systems (ALS) Programs onsite in Baltimore, MD. This manager will lead a cross-functional organization supporting proposals and international capture efforts. The proposal activities will span across development, sustainment, production and international opportunities on the program. Our ideal candidate will possess proposal development experience along with exceptional collaborative people skills with the proven ability to work within a technically dynamic, high-growth, fast-paced and strategically important operating unit.
The selected candidate shall have experience with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) international captures. This includes experience with export policy (TTSARB), experience with International Trade and obtaining export licenses and approvals (DSPs/TAAs/MLAs), experience in standing up co-production and creating strategic partnerships in foreign nations (NDAs/MOUs). In addition, the candidate shall have experience working with cross-functional teams to coordinate the proposal lifecycle for an international capture: kick-off meetings, weekly status meetings, Program and functional reviews, and the C101 signoff process.
Travel is required 25% of the time domestic and international.

You will be responsible for development that meet schedule and customer requirements. Your other responsibilities will include, but will not be limited to:
Coordinates the preparation of proposals, capture plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.Executing assigned proposals in coordination with project engineers, operations, contracts, and financial personnel in project execution.Strategic thought in developing new business or expanding the product line with the customer(s).Lead each proposal as a project, coordinates staffing resources working with various functional areas for specific needs.Provide for an open and collaborative relationship with customers, subcontractors, business unit leadership, and within related division and sector interests.Works closely with leadership to ensure full compliance with Division, Corporate, and Government policies and BAP process.Responsible for the cost, schedule and technical performance of fulfilling each proposal need and will be responsible for NCTA planning and monitoring.Acts as primary customer contact for program activities, leading program gate review sessions with customer to discuss cost, schedule, and technical performance of efforts being proposed.Effectively communicate progress to customers, senior leadership and company wide audiences.Participates in the negotiation of contracts and contract change management.Establishes program milestones and monitors adherence to master plans and schedules.Establishes and manages program risks and opportunities as a part of the proposal process.Basic Qualifications:
Bachelor’s Degree and 8+ years or a Master's Degree and 6+ years of related professional/military experience that includes a background in project/program management or related fields.Strong interpersonal, communication and presentation skills.Lead proposal experience to include shaping, submittal, and negotiations.Experience working with cross-functional teams and driving to closure.Experience supporting DoD Cost Plus Fixed Fee, Fixed Price, and other contract types.Working knowledge of FMS and DCS contracts.Knowledge of Earned Value Management (EVM).US Citizenship.Active DoD Secret Clearance.Preferred Qualifications:
Experience working FMS and DCS contracts.Strong technical program management skills.Leading international pursuits on a Prime contract.Experience working with BOEs, SAP, MRP, or similar tools.Salary Range: $149,400.00 - $224,000.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
