Works with the Director - Talent Acquisition and Employee Success to plan, manage, and assist in the development and implementation of processes in support of the Agency's Talent Strategy. Provides support to Human Resources leadership to ensure cost-effectiveness, legal compliance, and support of Agency goals.Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversees HR Talent Acquisition staff who partners with functional business partners to develop recruiting strategies and plans.
Develops, implements, and monitors complex recruitment HR projects/programs for Director - Talent Acquisition and Employee Success. Prepares communication status updates for Vice President, Human Resources, and other internal customers. Manages changes or modifications of project timelines/scope to ensure compliance with an established project or departmental objectives.
Responsible for the development, training, evaluation, and as-needed counseling of staff up to and including separation. Responsive to and responsible for resolution of subordinate staff issues and concerns.
Leads staff in maintaining organized and accurate documentation on all candidates, searches, hiring manager interactions, and other recruiting activities to ensure compliance.
Develops and maintains strong working relationships with hiring managers, vendors, colleges, and other team members to create a partnership that yields consistent results, processes, and credibility.
Participates in training, career fairs, campus presentations, and conferences.
Communicates staffing policies and processes for both internal and external selection.
Assists with the development, preparation, and monitoring of department budget. Research and develop responses to issues raised by Board and Committee members.
Coordinates highly confidential personnel information to comply with open records requests from DARTs legal department.
Develops and implements processes (administrative and technical) that address the coordination, processing, efficiency, and maintenance of records in the Human Resources Talent Acquisition function.
Develops internship program strategy with functional client groups.
Performs other related duties as assigned.
MINIMUM KNOWLEDGE SKILLS AND ABILITIES REQUIRED:
Bachelor's Degree from an accredited college or university in Business Administration with an emphasis in Human Resources, Industrial Psychology or related field. Knowledge of human resources principles, practices, federal, state, and local rules and regulations and laws.
Three (3) years of progressive experience in applying the principles and practices of Human Resources Administration to include three (3) years of supervising Human Resources staff. Talent Acquisition experience is required to include building active and passive applicant pipelines, leveraging social media and community-based partnerships. HR certification (i.e.: AIRS, CIR, SPHR/ PHR) preferred.
Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
Proficiency on PC and knowledgeable of software applications, including proficiency in Trapeze, Lawson, Ripplestone, Tableau, Microsoft Office applications of Word and Excel or other related software applications.
Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
