**Position Description:**
The Managing Director of Employees Relations will shape the employee relations functions within the organization to ensure a fair and supportive workplace that is consistent with TTUHSC El Paso Values. Additionally, this role will establish and oversee employee relations practices, policies and procedures to minimize operational and organizational risk while assessing organizational climate, and providing an objective and balanced approach to employee relations issues.

**Major/Essential Functions:**
• Oversee all employee relations functions on behalf of the organization for employees at all levels and across all classifications. Develop and execute an implementation strategy for all training and education.
• Develop, offer and implement a full range of consultative and programmatic services including, but not limited to: supervisory consultations related to performance and professionalism, conduct, disciplinary issues, and organizational separations of any type; assistance and counseling to faculty and staff involving workplace concerns and disputes; monitor department climates, and manage employee engagement and staff satisfaction surveys.
• Ensure best practices are implemented and followed on a wide range of employee relations issues. Provide advice and guidance on complex and challenging matters to executive and departmental leadership.
• Conduct investigations, including intake activities and fact-finding interviews, makes credibility assessments, and exercises judgment and discretion when developing detailed investigation reports with action recommendations for VPHR, EEO, Office of General Counsel and senior leadership review. Communicate summary findings and outcomes to the reporting and subject parties and brings employee relations matters to final resolution. Manage the staff appeals processes.
• Partner with the Office of General Counsel, Institutional Compliance, Risk Management, and EEO to identify and address high-risk employee related issues and escalations.
• Coach and train leaders in effective communication, feedback, recognition, employee interactions, and professional development responsibilities.
• Provide HR/Employee Relations expertise to the Emergency Response Team regarding various events such as natural disasters, violence in the workplace and/or community, and employee health and safety matters. Secure
external subject matter experts to provide guidance and expertise as needed. • Advise/refer faculty and staff on appropriate grievance procedures; advise managers/supervisors on required corrective action procedures; review, and ensure all supporting documentation is present, and timely.
• Analyze and evaluate data on retention and related issues, conduct exit and stay interviews, and provide recommendations and support to management.
• Assist TTUHSC El Paso’s Title IX Coordinator as required, ensuring organizational compliance with applicable regulations and laws.
• Oversee case management tracking for all employee relations cases, including completing in a timely, but thorough manner and case entry/tracking. Provide quarterly updates to leadership.
• Ensure compliance with ADA, FMLA, FLSA, EEOC, PWFA, and TTUS Regulations and HSCEP OPs.
• Oversee the administration of reasonable accommodations under ADA, ensuring adherence to employer obligations involving the interactive process and documentation. Directly manage complex reasonable accommodation cases and complicated leave situations that require extensive coordination or pose unique challenges.
• Remain current with all licensure, certifications and mandatory compliances and trainings required of this position.
• Adhere to all policies, procedures and practices (Regents Rules, TTUS, HSECEP OPs, etc.).
• Personally demonstrate, display and act in accordance with TTUHSC EP's Values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork). Serve as a Value's leader while actively promoting and encouraging staff across the institution.

**Required Qualifications:**
• A bachelor’s degree required. Masters or JD preferred.
• A minimum of 7 years of progressive relevant experience related to employee relations, labor relations, or labor/employment law with emphasis on employee relations and employee engagement.
• Demonstrated knowledge of employment laws, regulations, and state statutes.
• Experience creating, improving, and executing programs at small and large scale.
• Proven ability to establish strong working relationships, instilling trust and confidence in colleagues at all levels.
• Excellent communication skills (oral, written and in-person).
