Marine Construction Quality Control Manager

Position summary: JMT is seeking a seasoned Marine Construction Quality Control Manager to be responsible for managing new construction and renovation of reinforced concrete wharfs or pier structures on a federal project in Annapolis, MD. Annual compensation for this position is $124,800.00 - $166,400.00; commensurate with experience, education and certifications. Essential Duties and Responsibilities + Maintain excellent relationships with clients, building occupants, architects/engineers, and contractors + Manage and coordinate the quality control program in accordance with contract documents and specifications + Coordinate project schedule from inception to close out with general contractor’s team + Implement and manage the document management process and implement the required reporting processes of NAVFAC specifications and contractor’s QC Program + Oversee, provide direct reporting of all site activities + Document daily activities, verify pre-activity meetings are being scheduled and document results. + Run project job-site meetings + Review contractor work in place to ensure compliance with plans and specifications, report any and all shortcomings or deficiencies proactively to the client on-site + Review and approve contractor monthly requisitions and invoices + Efficient change order management and cost control + Report on project issues and provide status updates + Perform other duties as may be required Required Skills + Strong verbal and written communication skills + Effective leadership skills for managing and mentoring field staff + Ability to take charge and effectively manage contractors to meet project schedule + Knowledge of OSHA safety regulations with 10HR OSHA Safety card + The ability to work well with others, and willingness to learn in a team environment + Ability to evaluate contractor provided construction CPM schedules, including logic and sequencing Required Experience + Minimum of ten (10) years of construction experience serving as a Quality Control Manager, Construction Manager, Construction Management Representative, Owner’s Representative or Construction Superintendent + Experience with the following + Controlled demolition of reinforced concrete and/or timber waterfront structures in an operational + harbor/marina environment; + Installation of Steel Pipe Piles, and Steel Sheet Pile Combi-walls, Prestressed Concrete square, or + Cylindrical piles utilizing equipment mounted on barges operating in open water. (note: + construction of micropiles does not satisfy this Element) + Installation of precast systems (wave screens or other precast underwater structure assemblies) in + operating environment. Cast-in-place construction of pier decking with integrated utility systems + Knowledge and understanding of Mechanical, Electrical & Plumbing (MEP) utilities and coordination with those service providers + Understanding and experience in the commissioning and turnover process of large wharf or pier projects + Certification in the three phase Construction Quality Management process and implementation of the CQM process. Has to receive the CQM certification within 90 days of work starting + Knowledge and experience working with Federal Government Project Managers/CORs on project costs and budgets, processing change requests, requests for information, submittals, and field observation reports + Experience using SharePoint or related Government construction management software (ePM, ProjNet, etc.) to communicate construction progress and process documentation + Experience using MS Excel or related cost estimating software to develop Independent Cost Estimates for change order negotiations + Experience reviewing engineering designs, contractor shop drawings and/or vendor specifications and plans, or similar, to determine constructability and practicality of proposed work and adherence to established standards and requirements Preferred Experience + Bachelors Degree in Engineering, Architecture, or Construction Management + Engineering in Training (EIT), Registered Professional Engineer (PE), Certified Construction Manager, or Project Management Professional (PMP) + Occupational Safety and Health Administration (OSHA) 30-hour construction safety training + Experience on NAVFAC projects is preferred + Familiarity with Federal policies and procedures Working Conditions Work is performed in both an office and field (construction) environment. Office to field time is approximately 85% to 15% respectively. Field work requires climbing, walking and standing at a construction site and may be outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 50 lbs) may be required.
