Market Director IP Rehab Programs

DMC Rehabilitation Institute of Michigan is one of the nation’s largest hospitals specializing in rehabilitation medicine and research. RIM is known for its clinical expertise in spinal cord injury, brain injury, stroke, amputee, orthopedics and catastrophic injury care. The Institute houses the Center for Spinal Cord Injury Recovery and the Southeastern Michigan Traumatic Brain Injury System (SEMTBIS), one of only 16 federally designated model systems of care for brain injury care and research. RIM also operates 31 outpatient sites throughout southeast Michigan specializing in sports medicine and orthopedics.

Job Summary

Oversees the effective operation of the inpatient rehabilitation programs for the Detroit Market, including the Rehabilitation Institute of Michigan (RIM), Sinai Grace and Childrens Hospitals, and functions as the RIM program liaison with the Tenet Rehabilitation Service Line.

Responsibilities include, assurance of CMS compliance, maintenance of program integrity, and with direction from the CFO, support of the financial management of the programs. Monitors and improves processes that support operational efficiencies, program integrity, and program evaluation.

Collaborates with the Director of Strategic Initiatives to enhance clinically appropriate volume and effectively manage the clinical performance of the inpatient rehabilitation programs by working collaboratively with the Nursing Leadership and the Administrative Director of inpatient therapies.

Establishes relationships and works effectively with administration, Chief Medical Officer, physicians, and department heads to achieve the performance goals of the program. Assures full compliance with all accrediting and regulatory guidelines and standards to mitigate risk.

Keeps up to date with regulations pertinent to the successful management of the inpatient rehab program, and communicates applicable changes to physicians/staff.

Directs clinical staff in the proper documentation standards that serve to meet regulatory standards and keep risk of retrospective denial low. Follows CMS guidelines on keeping the rehab program as a distinct part unit.

Directs the completion of the IRF-PAI process for all patients. Assures the maintenance of the CMS regulations to keep the program exempt from IPPS, and assures that staff members are properly attuned to the regulations governing the documentation of medical necessity. Responsible for the oversight and conformance to CARF standards across all accredited programs.

Coordinates the preparation for CARF accreditation and serves as the point person to CARF in the accreditation process. Referral development efforts are designed, implemented and evaluated for efficacy in collaboration with the Director of Strategic Initiatives.

Supports the annual referral development plan for acute inpatient rehabilitation programs based on new clinical programs, historical data, and volume potential. Maintains appropriate statistics that measure the success of the referral development plan for the acute inpatient rehabilitation programs. Works in conjunction and supports efforts to improve Clinical Quality in collaboration with the Director of HRO.

Assists in the development of quality measures and sets standards based on national performance norms, regulatory requirements or hospital standards. Initiates and maintains a customer satisfaction program for acute inpatient rehabilitation and reports results to hospital administration.

Promotes and enhances the patient experience in collaboration with the CNO to improve customer satisfaction. Identifies the need for policy development and/or revision, defines policies in collaboration with higher-level management input, goals and objectives.

Oversees or directs the development and/or revision of department procedures/protocols in accordance with system wide goals and objectives. Approves procedures/protocols and/or seeks other departmental approvals as appropriate.

Develops, monitors and revises functional processes. Provides input into the development and revision of organizational structure for areas of responsibility. Approves personnel actions such as hires, fires, disciplines, etc.

Oversees and ensures the timely completion of performance appraisals. Develops goals and measures for the acute inpatient rehabilitation program and oversees the assessment of goal attainment. Measures and assesses personnel, operational and financial performance of Inpatient Services. As requested, assists in long range goal development.

Develops and monitors budget for the acute inpatient rehabilitation program. Monitors activities for and ensures compliance with laws, government regulations, Joint Commission requirements and DMC policies.

As directed, implements external and internal audit recommendations. Ensures hospital departments achieve objectives for diversity of their suppliers.

1. Masters degree in Social Work, Speech Language Pathology or related clinical field, or Bachelors degree in Physical Therapy, Occupational Therapy, Nursing or related clinical field, or the equivalent combination of education and/or related experience.

2. Current license, registration, and / or certification as applicable.

3. Five years of clinical experience in a rehabilitation setting.

4. Five years of management experience in a rehabilitation setting.
