The Measurement and Loss Control Specialist – Borger Refinery will lead the Phillips 66 Measurement & Loss Control (M&LC) program for the Phillips 66 Billings Refinery and associated terminals. This technical role works closely with Refining/Terminal staff, Finance, and the Global M&LC team to minimize losses at the site. The role will provide technical support to identify and resolve measurement and reporting errors and quantify quality downgrades in receiving/delivering terminals, refinery, and pipeline systems utilized by Phillips 66 Company and our customers. The role will develop appropriate performance measures, drive improvement opportunities, and deliver increased value for Phillips 66. The role will build relationships with key internal stakeholders and external suppliers/inspection contractors to support supply and trading activity at the site.
United States – Borger, TX; preferably onsite. Position can be based at Houston Headquarters instead of refinery with significant travel to the site.

Bachelor’s degree in Business, Engineering, Supply Chain Management, or a relevant field Ability to manage conflict and persuade/facilitate resolution Capable of influencing others to achieve desired results and common objectives Ability to set, manage, and meet multiple and competing priorities Ability to technically and fundamentally analyze factual data to recommend action to stakeholders (traders, schedulers, S&TA management, contract administration and settlements, and RM&T management) Basic knowledge of petroleum market commercial fundamentals including a general understanding of contract terms and condition(s) risks Understanding of downstream operations, supply chains, and value drivers High degree of personal drive and dedication to achieve personal/team goals and objectives Strong organizational skills that include experience with keeping detailed records and initiating communications of project schedule, status, and deadlines Good negotiation skills, along with effective written and verbal communication skills Proficiency with applications for word processing, spreadsheets, SharePoint, LiveLink, etc. Working knowledge of Pipeline & Terminal custody transfer operations and procedure. Working knowledge and participation in API MPMS/ASTM, standards development organizations Strong communication and collaboration skills, with the ability to effectively manage internal and external stakeholders at all levels Strong individual contributor who can perform with minimal direct oversight
