Mechanical and Electrical Lead
The Mechanical and Electrical Lead is responsible for the operation, maintenance and reliability of the school’s overall ACMV systems both water and air side and also MV equipment. The candidate will be required to work closely with the Facilities Engineering Manager and the term contractor on-site staff to ensure that all preventive maintenance, indoor air quality and comfort issues, problem-solving and repairs, and energy efficiency reviews and projects are resolved in an effective, timely and proactive manner. Compliance to Greenmark and operational efficiency + Maintain chilled water plant on an average of 0.58 KW/RT + Maintain air side efficiency at 0.22 KW / CMH Compliance + Ensure all MV related fire systems equipments are in good working condition at all times as requirement for the Annual Fire Certification + Monthly submission of Cooling Tower Water Treatment result to NEA website Project Planning and Execution + Carry out the Chiller Plant Room Switchover over the June 2025 School Break + Check and verify completed ACMV works by main contractor and SAS Direct A&A Works + Lead the verification of new ACMV equipments testing and commissioning works together with the Main Contractor and ACMV Subcontractors Budget Management + Maintain the CAPEX ACMV Equipment list and budget for upgrading and replacement for next five (5) cycle + Provide a projected five (5) year life cycle cost plan for existing ACMV equipment replacement + Provide a projected five (5) year maintenance budget cost for existing ACMV equipment Customer Service + Manage IAQ issues related to ACMV in a timely manner inline with Facilities and Services SOP + Provide a detailed report of action taken to resolve the IAQ issues related to ACMV Operational Excellence + Maintain an accurate CAPEX list against an agreed format with the ability to forecast investments over a 5 year cycle + Maintain accurate records on the maintenance and performance of ACMV equipment. Overall Job Scope + Supervise, manage and ensure the smooth running of the school’s day to day operation of the ACMV systems. + Create procedures and documentation to ensure the methodical and structured approach to ACMV maintenance and Operations + Collaborate with BAS Manager + Manage and monitor all air conditioned rooms against stated values of ACMV performance, IAQ and thermal comfort + Investigate and respond to all complaints and coordinate appropriate crisis management. + Coordinate troubleshooting and rectification of faults on BAS network, BAS system and ACMV system with Facilities Engineering Manager, Smart Building Specialist and M&E Supervisor/BAS Operator. + Revise and regroup equipment groups as and when needed to reduce energy consumption by the ACMV system. + Monitor, revise and amends the control strategy of air con in relation to operation hours for the school to reduce energy consumption. + Plan ACMV maintenance and repairs schedules and keep track of breakdowns and additions and alteration records. + Update floor plans on ACMV systems according to the changes including updating technical documentation. + Follow up and resolve IAQ problems in the premises. + Liaise with contractors and occupants on ACMV related A&A, maintenance and repair works, and monitor contract workers in carrying out their duties efficiently and thoroughly. + Conduct inspection on all ACMV installations and equipment as well as supervises current projects, rectification and modification works. + Enforce and ensure compliance with School’s regulations pertaining to security, safety and proper usage of school property. + Identify hazards on school premises which would endanger the safety of people on campus in the areas of ACMV maintenance - Ensure strict compliance with H+S protocols and examine every area that needs to be accessed for service and maintenance. . + Remain available and willing to assist should an emergency situation arise that can best be solved with M&E Supervisor/BAS Operator and BMS Team involvement. + Escort vendors / contractors for site surveys on mechanical-related works especially after school hours + Responsible for checking the completion of works and accurate record keeping by In-house Term Contractor for FacilityBot mechanical-related requests and ensuring that these works are completed in a timely manner + Responsible for checking, testing and maintaining Mechanical Equipments such as MV fans, and other MV equipments related to Fire Safety in coordination with In-House Term Contractor + Responsible for inspecting Chiller Plant Room, AHU Rooms, and other M&E Service Rooms are clean, free of obstruction, free of water ingress and safe for operation. + Relate courteously and effectively with students, parents, school personnel, and community patrons as necessary. + Ensure compliance with all school’s policies and procedures as related to the job responsibilities of this position. + Maintain strict confidentiality of all records and correspondence around mechanical-related equipment in an organized and accessible manner. + Perform other duties related to Mechanical equipment as assigned by Facilities Engineering Manager and/or Facilities and Services Executive Director. + Position Requirements and Qualifications: + Degree in Mechanical Engineering from a recognized tertiary institution or equivalent experience preferred. + Minimum 5 years experience in Facilities Management and Operations, with a specialization in Chiller Plant Operation preferred. + Experience in campus setup is preferred. + Experience in managing, installation and upgrading of ACMV equipment, as well as testing & commissioning work with the ability to respond and investigate the cause of system fault and failure for ACMV and BMS systems. + Minimum 5 years experience in managing and operating a centralized chilled water plant, experience in retrofit, construction and testing and commissioning in compliance with BCA Green Mark requirements (Green Mark Platinum / SLE) and WELL Standard will be an added advantage. + BCA certifications in construction related courses or sustainable related courses is preferred. + Green Mark certification in environmentally sustainable related courses is a must or ability to pass the BCA Green Mark Accredited Professional (GMAP) - Facilities Management (FM) course (minimum requirement) + Ability to use AUTOCAD/Revit is preferred. + Responsible team player who is able to work independently and work at irregular hours due if needed. + Excellent planning and organizational skills, resourceful and positive thinker. + Good command in Microsoft Office applications for producing written documents. Experience with Google Suite applications will be an added advantage. + Good verbal and written communication skills. Working Requirements: + The candidate may be requested to work when necessary on weekends, evenings and holidays, and must be available to respond to emergencies. + Duties will involve a potential exposure to extreme temperatures as the job involves some outside duties and potentially work in confined spaces. + Employee use of personal protective equipment (PPE) is required for some situations. PPE includes but is not limited to head, foot, torso, respiratory, vision, and hearing protective devices. Must comply with all Fire and Safety Regulations and policies. + Work may require heavy lifting up 15KG stooping, climbing, prolonged standing, prolonged sitting at a computer workstation.
