We are seeking aProgram Managerfor Medicaid Eligibility in our downtownBoiselocation. This position will be responsible for supporting all aspects of program management activities related to determining eligibility for individuals participating in the Medicaid Program. This includes working across program units, with federal agencies and external stakeholder groups. The successful candidate will be able to comply with federal rules and policies, prepare reports and grants, and effectively communicate with key stakeholders.

EXAMPLE OF DUTIES:
+ Provide policy direction and leadership for the Idaho Medicaid eligibility program.
+ Ensure alignment to federal and state regulations and work collaboratively with our federal partners.
+ Interpret and apply laws and regulations related to public benefit assistance programs. Provide program guidance and policy reviews with clarity, conciseness, accuracy and relevance to support clear direction and effective operations.
+ Collaborate and support Program operations to ensure rules and regulations support efficient customer service and operational outcomes.
+ Drive and support technology needs and enhancements that ensure the system design meets program requirements, reporting requirements, and an effective service delivery for customers.
+ Ability to communicate policy effectively with automation staff with the goal of ensuring effective management to support operational objectives.
+ Develop state plan amendments, develop contracts and make amendments, assess data to support performance reporting, submit federally required reports, manage and monitor program performance outcomes and budgets, define and recommend program objectives related to eligibility processes.
+ Supervise assigned Program Specialist supporting multiple Medicaid groups.
+ Develop cooperative relationships and practices across the Department and with external partners to ensure we have a program that supports our community needs.
MINIMUM QUALIFICATIONS:

+ Some knowledge of management practices as well as experience providing technical proficiency, problem-solving, communication, and program area training.Typically gained by at least one-year experience managing a major Program and providing leadership of professional staff. Candidates may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Competency in management and demonstrated leadership skills.Typically gained by at least one year experience managing a major Program and providing leadership of professional staff or may also qualify through completing upper-division college-level management coursework along with experience in a significant Leadership role.
+ Experience developing, recommending, evaluating, and implementing rules, regulations and program design for Assistance Programs or other Health and Human Services Programs. Typically gained by two years of work experience where program development and implementation were core responsibilities.
+ Knowledge of researching, interpreting, and applying rules, policies, and procedures related to major programs. Typically gained through completion of college level coursework in business management, public administration/public policy, or related fields, where rule/policy interpretation and application were a focused discipline.
+ Experience developing technical written materials such as policies, technical manuals, or rules/regulations, and presenting policies to executive-level decision makers for discussion and approval.Typically gained at least one year of experience working in a business setting interpreting or developing training materials, reports, policy and/or procedure manuals, written interpretations of law, rules, or policies, or any related background which would be considered similar.
+ Experience managing federal program grants. Typically gained by at least one year of experience implementing and directly managing programs or services or making major changes to existing programs or operational designs. Experience should include providing direction and assistance to state plans, operational processes, and policy interpretation to ensure end users can effectively implement and operate program directives.
