**Responsibilities:**
GENERAL PURPOSE:
In addition to the duties expected of Medicaid Enrollment and Outreach Specialist (MEOS) Level I staff, the MEOS Level II is accountable for supporting Financial Case Management standards of practice. This is accomplished by the MEOS Level II possessing advanced knowledge of all aspects of Medicaid, being proficient in researching policy and capable of independently addressing complex cases. MEOS Level IIs assist MEOS Level I staff to develop their expertise in procuring public entitlements for University of Rochester Health System patients. The occupant of this key position will work in conjunction with MEOS Operations Supervisory staff in orienting new hires by mentoring and role modeling ICARE values while performing the duties of their positions. This role may have the option to work a Hybrid-remote schedule and communicates daily through virtual meetings.
**SUPERVISION AND DIRECTION, EXERCISED:**
The MEOS Level II offers their experience as a seasoned and accomplished staff member to mentor MEOS Level I staff to strengthen their job performance.
+ Identifies complex barriers requiring consultation with the Operations Supervisor
+ Provides assistance and support to OSes as requested.
+ Represents department at interdisciplinary meetings.
+ Takes an active role in team meeting presentations.
+ Attends OS huddles/planning meetings as scheduled.
+ Serves as a team liaison for initiatives (ex. Well-U; DEI) and team engagement.
+ Assists Leadership with recruitment process as requested.
+ Exercises judgement and discretion when discussing MEOS I progress with OS
+ Assists with creation and editing departmental policies
+ Assists MEOS Orientation and Education Coordinator with shadowing/onboarding new staff.
**MACHINES AND EQUIPMENT USED:**
Standard office equipment, including but not limited to: telephone, pneumatic tube system, personal computer, printer, photo copier, fax machine, hospital financial system, electronic third-party payer systems, page system and document scanner. Safe operation of automobiles and gas pumps.
**TYPICAL DUTIES:**
+ _Benefit Management:_ Provides outreach services to patients referred by University of Rochester Health System staff through face-to-face interaction, telephone contact and home visitation for patients requiring assistance with benefit application. MEOS Level IIs exhibit aptitude in applying for benefits via computer systems and/or paper application and may accompany or represent the patient at eligibility interviews, case conferences or fair hearings; Possess ability to independently manage caseload; Ability to manage high volume of work (30%) essential.
+ _Referral Coordination:_ Exercises prudent, independent judgment when triaging and resolving referrals. Able to routinely determine potential eligibility for benefits and independently develops plans of action to secure them. Consistently communicates, coordinates and enhances professional relationships with internal departments: Financial Counseling, Social Work, Patient Financial Services, Financial Assistance Program, RIM, Office of Counsel and Clinicians. External coordination includes families, community physicians, Department of Social Services, Social Security, Veterans’ Administration, Homeland Security, advocacy groups and other agencies. + _Problem Resolution:_ Identifies barriers to securing public benefits which may impact hospital reimbursement and timely discharge. Consults with Operations Supervisor or Manager to research, develop, coordinate and implement plans to successfully resolve barriers. Is able to identify such barriers with MEOS Level I when brought to their attention. Assists Operations Supervisor with caseload coverage and on-call pager. (15%) essential
+ _Monitoring Caseload, Documentation, Reports, Mentorship:_ MEOS Level II exhibit efficiency and skill in monitoring their caseload and documenting timely and accurately in requisite systems: Financial Assistance Module, EPIC, NYSOH application and OnBase scanning. Possesses ability to independently manage caseload; MEOS Level IIs review productivity reports and prepare status updates as required by management; MEOS Level IIs are able to independently resolve Exhibit 50 Report/discrepancies. Through shadowing and mentorship they avail their accumulated expertise to newer MEOSs to accelerate and fortify Level I skill acquisition (which can include outreach, patient interaction, securing applications and documents; Authorized to approve closure of Level I referrals with self-pay balances <$5,000. + _Continuing Education_ : Attends seminars and reviews Federal and N.Y. State regulations, UR Medicine mandatory training requirements, Marketplace Certified Application Counselor Seminars, and literature to maintain expert knowledge of public benefit programs; Epic Super User. Attends 1-2 Staff Development classes per year as assigned. 3%) essential
+ _Safety Precautions:_ Exercises professional judgment to determine whether or not a home visit is a safety risk. Keeps direct supervisor advised of planned visits and takes appropriate safety precautions. Operates a motor vehicle to conduct outreach. Ensures all safety precautions are taken during vehicle operation. (2%) essential
**QUALIFICATIONS:**
+ Bachelor’s degree in Psychology, Sociology, Social Work or Business Administration and 2-3 years related experience with Medicaid as an Eligibility Examiner or Eligibility Supervisor; or an equivalent combination of education and experience.
+ Specialized knowledge of public benefit rules and regulations required.
+ Requires a high degree of professionalism; must be motivated, an excellent communicator and writer, possesses exceptional customer service skills and the ability to work independently in an interdisciplinary team environment.
+ Must provide and maintain a valid NYS Class 5 driver’s license.
+ CAC certification required.
