Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Differs from Medicaid Program Manager 3 by absence of responsibility for administering large and/or very complex Medicaid program(s) and supervision exercised.
Examples of Work
This position is housed in the Rate Setting and Audit Section of Medicaid. The Rate Setting and Audit section works closely with the Medicaid Leadership Team, Louisiana Department of Health Leadership Team, and other state and federal agencies to ensure compliance with state and federal laws, regulations, rules and guidelines as they relate to payment methodology and reimbursement. Under the supervision of the Medicaid Program Manager 3, duties include, but are not limited to:
+ Develops and implements Medicaid reimbursement methodologies, financial analysis, and modeling for statewide Medicaid programs, which include hospitals and other healthcare providers.
+ Manages and directs the daily operations of complex statewide Medicaid programs, including inpatient/outpatient hospital rate setting, disproportionate share hospital payments, upper payment limit rate setting and audit, and graduate medical education payments.
+ Establishes procedures, which govern payment of claims and cost settlements to providers as well as recoupments of overpayments from providers.
+ Coordinates and oversees subordinate staff in rulemaking and the preparation of Medicaid State Plan Amendments.
+ Manages contracts totaling nearly $4 million, including contracts for hospital cost reports, audits, rate development, and supplemental/DSH payment calculations.
+ Collaborates with federal agencies (CMS), state agencies (Division of Administration, Legislative Fiscal Office, Office of the Attorney General), and other stakeholders to ensure compliance with state and federal regulations.
+ Supervises staff in the development, administration, and coordination of hospital reimbursement activities.
+ Consults with staff from various departments and the legislature on issues affecting federal funding and Medicaid provider payments.
+ Responds to inquiries from providers, legislators, and other stakeholders regarding reimbursement issues.
