Preferred Qualifications:

A current Louisiana license in a health services field, health regulation field, or social services field plus six years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; OR
A bachelor's degree plus six years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

The Office of Aging and Adult Services (OAAS) was formed within the Louisiana Department of Health (LDH) as a healthcare reform initiative, bringing together long-term support and service programs located within LDH that serve the elderly and people with adult-onset disabilities. OAAS aims to develop, provide, and enhance services that offer meaningful choices for people in need of long-term care. The office is committed to developing a long-term care system that provides choice, ensures quality, and meets the needs of consumers and caregivers in a fiscally responsible manner.
OAAS has an annual administrative budget of approximately $70 million and provides services to approximately 30,000 participants (the elderly and people with adult-onset disabilities) through several large and complex Medicaid programs whose budgets total approximately $1.3 billion annually; including the Nursing Facility Admissions Program, Long-Term Personal Care Services Program, and two Medicaid Home and Community Based Services Waiver programs. OAAS also administers one state-operated health care facility, Protective Services, Program of All Inclusive Care for the Elderly (PACE) and other non-Medicaid grants and programs. OAAS state agency and regional office staff oversee programmatic operations, execute and monitor contracts, provide technical assistance to support coordination agencies and providers, and conduct monitoring and oversight activities to ensure compliance with federal regulations and state statutes and policies.
The OAAS Program Operations Division includes three main functional areas - Regional Waiver Operations, Support Coordination Agency/Provider Relations/Training, and Nursing Facility Admissions (NFA).
The Program Operations Division is responsible for administering the following statewide programs and functions in nine OAAS Regional Operations Offices located throughout the state:
• Home and Community Based Services (HCBS) waiver programs;
• Nursing Facility Admissions and Continued Stay Requests;
• Support Coordination;
• Provider Relations; and
• Training
The OAAS/Program Operations Medical Certification Manager 2 directly supervises the Nursing Facility Admissions (NFA) Medical Certification Managers and other NFA staff as and assigned and is responsible for administrative oversight of the nursing facility admissions and continued stay processes statewide in all 9 LDH regions. Incumbent must possess a thorough knowledge of state and federal Medicaid guidelines and agency policies and procedures in addition to knowledge of the Medicaid service system for Long Term Care. Incumbent adheres to applicable laws, rules, regulations, policies, and procedures of LDH, OAAS, Civil Service and appropriate state/federal licensing and governing bodies. Participates in special projects as needed as well as performs other duties assigned by superiors for smooth and effective operation of the agency and of the OAAS programs.
Essential duties include, but are not limited to –
• Administering and directing all NFA activities statewide including the nursing facility admissions and continued stay processes, assuring staff screen as per the Preadmission Screening and Resident Review (PASRR) process. Incumbent works with internal and external stakeholders to develop program policies and procedures consistent with best practice and federal/state laws and regulations.
• Developing and maintaining working relationships with nursing facility administrators, social workers, discharge planners, etc., at licensed facilities statewide, working collaboratively to ensure successful transitions/transfers/admissions for complex patient cases.
• Responding/working requests for assistance with locating appropriate nursing facility services for individuals with complex medical needs and/or situations; referring individuals to other resources when nursing facility care is not appropriate.
• Maintaining an inventory of specialized services offered by particular nursing facilities throughout the state.
• Participating as a core member in the OAAS Service Review Panel meeting, OAAS Mortality Review committee and other meetings as deemed necessary/requested.
• Applying medical education and expertise to serve as a subject matter expert to OAAS colleagues requesting input on medically involved issues/cases.
• Managing and monitoring all budgetary and programmatic aspects of Program Operations to ensure adherence to budget.
• Recommending and implementing programmatic updates to state legislation, guidelines, and/or policies/procedures that align to changes to federal/state laws and/or regulations.
• Assisting during statewide disaster/weather events (potential or otherwise) with nursing home admissions.
• Oversight of State Civil Service and contract staff responsible for coordinating the day-to-day duties of the NFA Division.
