Summary The incumbent is an integral team member of the inpatient health care team within the Minneapolis VA Health Care System (MVAHCS). Inpatient hospital units within MVAHCS include the Primary Care (PC) service line acute medicine, medical step-down, and flexible acuity. Specialty Surgery Care (SSC) service line includes acute surgical and the Intensive Care Unit (ICU). Responsibilities Major Duties include: MSAs perform a variety of administrative duties associated with patient care and treatment on inpatient units. 1. Performs tasks with minimal supervision according to policies, guidelines and procedures. 2. Communicates in a thorough, correct, and precise verbal/written manner. 3. Receives patients, visitors, and staff to the unit. 4. Performs a variety of reception duties associated with patient care, either in person, telephone, patient callbox, e-mail correspondence, written messages or other. 5. Interacts with representatives from outside agencies such as Joint Commission, Office of Inspector General, Veterans Integrated Service Network, and Veterans Health Administration or other when necessary. 6. Utilizes necessary security methods for protecting confidential patient information such as protecting computer access, requesting identification of unknown individuals presenting to the unit to gain patient information. 7. Participates in the creation, completion, distribution, and retention of medical record documentation for patient hospitalization and discharge according to facility policies and procedures outlined by several regulating bodies such as the Joint Commission. 8. Records and/or makes computer entries for a variety of complex physician orders involving patient activity, diets, tests, appointments, treatments and medications. 9. Records, transcribes and initiates patient movement computer entries appropriate to patient status (admission, observation, inter-ward transfer, bed assignments, pass/authorized absence, short stay, clinic, and lodger check in/out, provider entry, treating specialty, discharge type or other). 10. Coordinates and schedules inpatient appointments and discharge follow up appointment requests through various interoffice appointment scheduling methods. 11. Multitasks and/or sets and adjusts short-term priorities in order to complete responsibilities in a timely, efficient, and effective manner. 12. Ensures office equipment is in working order; corrects and/or reports failures in a timely manner. 13. Maintains inventory of office supplies, stocks low level supplies in a timely manner. 14. Encourages and supports a positive workplace environment and team building. 15. Assists other MSAs when necessary (i.e. difficult or uncooperative customer, emergencies, high volume workload, etc.). 16. Maintains a neat and clean work area, including desks, countertops and storage. 17. Awareness of safety concerns, regulations, policies and procedures, and employs appropriate safety practices. 18. Performs other MSA related duties as assigned. Work Schedule: 1530pm to 2400- Monday-Friday; every other weekend Telework: Not Authorized Virtual: This is not a virtual position. Experience and Education. Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR, Education. One year above high school; OR, Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Foreign Education. To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Grade Determination GS-3 MSA (Entry Level). You must meet the Basic Requirements outlined above (Experience and/or Education). In addition you must be able to demonstrate all of the Knowledge, Skills, and Abilities (KSAs) listed below. Demonstrated Knowledge, Skills, and Abilities Ability to meet, communicate, and interact with individuals in a courteous and helpful manner in order to give instructions and arrange appointments. Ability to utilize computer systems to enter administrative data in patient systems. Ability to learn and utilize basic medical terminology to record patient messages and physician requests pertaining to follow-up medical care. Grade Determination GS-4 MSA (Developmental Level) Experience: One year of experience in clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position. Examples of experience include but are not necessarily limited to: Meet, communicate, and interact with individuals in a courteous and helpful manner in order to give instructions and arrange appointments, Utilize computer systems to enter administrative data in patient systems, Learn and utilize basic medical terminology to record patient messages and physician requests pertaining to follow-up medical care OR Education: Two years above high school. AND Demonstrated Knowledge, Skills, and Abilities. In addition to Basic Requirements and the experience listed above, candidates must be able to demonstrate all of the KSAs below: Ability to meet, communicate, and interact with individuals from varying backgrounds and other health care team members in a courteous and helpful manner in order to facilitate medical care for patients. Ability to use, and navigate between, various types of office automation equipment and software (i.e. computer systems, web based scheduling programs; insurance collection system; scanning software, multiple line phone systems; electronic faxing programs) to support patient care. Knowledge of basic medical terminology to assist in the provision of care to patients. Skill in recording patient messages and understanding physician requests pertaining to follow-up medical care in internal or external clinics. Grade Determination GS-5 MSA (Full Performance Level) Experience: One year of experience equivalent to the GS-4 grade level. Examples of experience would include but not be limited to; Meet, communicate, and interact with individuals from varying backgrounds and other health care team members in a courteous and helpful manner in order to facilitate medical care for patients, Use and navigate between, various types of office automation equipment and software (i.e. computer systems, web based scheduling programs; insurance collection system; scanning software, multiple line phone systems; electronic faxing programs) to support patient care, Knowledge of basic medical terminology to assist in the provision of care to patients, Recording patient messages and understanding physician requests pertaining to follow-up medical care in internal or external clinics. In addition to Basic Requirements and the experience listed above, candidates must be able to demonstrate all of the KSAs below: Ability to operate computerized programs and systems in order to enter, modify, and retrieve sensitive medical and patient identifying information (PII) into or from electronic health records, scheduling systems, and/or reports. Advanced knowledge of medical terminology specific to understand medical diagnosis and procedures sufficient to communicate clinical staff instructions to patients. Ability to schedule medical appointments in a clinical setting. Ability to work independently in the accomplishment of a wide variety of duties performing patient support work. Ability to communicate effectively and professionally in person, electronically, and/or by telephone, with internal and external customers. Skill in customer service with the ability to identify customer concerns, and refer to the appropriate staff as necessary, to ensure a satisfactory resolution.
