Yes County Albany Street Address NYS Office of Mental Health 44 Holland Avenue City Albany State NY Zip Code 12229 Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive, policy influencing position of Mental Health Program Manager 1, M-4, in the Division of Planning and Quality Management. The Mental Health Program Manager 1 will serve as the clinical manager providing direction and oversight to the regional team supervisors in the Office of Hospital Care and Community Transitions, whose function is to improve inpatient and emergency mental health services provided by hospital-based providers and connect those hospitals to broad resources in the community mental health system. The Mental Health Program Manager 1 directs and manages the two regional managers that will supervise multiple regional teams assigned to an upstate or downstate region to provide hospital coordination to Article 28 mental health emergency departments, Comprehensive Psychiatric Emergency Programs (CPEPS), and inpatient units around patient transport, evaluation, disposition, admission, and discharge. The Mental Health Program Manager will focus on policy and clinical direction on improving care and care transitions for individuals with complex needs throughout the continuum of care (inpatient psychiatry, CPEP, and within the community). The incumbent will be responsible for coordinating and training the regional team leads and staff who will be based regionally across the state. The teams will provide technical assistance, support, and guidance to Article 31 hospitals and Article 28 mental health emergency departments, CPEPS, inpatient units around patient transport, evaluation, disposition, admission, treatment and discharge, as well as community-based providers. These teams will expand oversight and support for mental health programs to improve patient outcomes and enhance coordination of discharges. The incumbent will work closely with the Assistant Commissioner and Medical Director to improve Article 28 and 31 hospital capacity, quality, and connectedness to the broader public health system. They will work closely with their regional program leads to identify systemic challenges and areas of excellence to inform the larger delivery of acute care. Specific duties to be performed may include, but are not limited to, the following: Oversees, directs and manages the two regional managers Mental Health Program Specialists 4 that will supervise multiple regional teams assigned to an upstate or downstate region providing guidance on implementation of newly created teams.Provides complex technical expertise and guides Division staff to ensure the optimization of best practices. Works with regional supervisors to monitor outcomes and provide ongoing technical assistance to foster improved outcomes for individuals and their families with complex needs. Represents the unit on clinically relevant committees and workgroups. Conducts liaison activities with other State agencies, counties, consumers and their families and other citizen groups to foster the implementation of Division initiatives and cross-system collaboration.Collaborates with Quality Improvement leadership and management around issues identified by regional based teams. Works cooperatively with other systems such as the Office of Children and Family Services, the Office for People with Developmental Disabilities, the Office of Addiction Services and Supports, and the Department of Health in order to lead, support and encourage the integration, implementation and delivery of care.Formulates and recommends policies and procedures to the OMH Executive level staff regarding hospital and community-based care. Participates in executive-level management planning, policy and decision making regarding new and existing programs and services.Provides training and information to staff regarding systems resources and newest Evidence Based Practices around acute assessment, treatment and discharge planning. Works collaboratively with training leads to develop training and training materials around systems literacy and these best practices for community providers. Directs staff to work closely with program, planning and other units within the organization to improve service delivery in Article 28 and 31 facilities.Leverages the use of data to develop and implement best practices in care transitions and identify gaps in services and care. Manages appropriate use of fiscal and staff resources. Works with staff to develop resource allocation methodologies for personal service and non-personal service, and manages the system’s use of these resources throughout the fiscal year.Supervises Bureau staff. Reviews and evaluates performance, recommends training, and mentors employees to ensure optimum work performance. Plan and organizes Bureau staff meetings. Oversees and advises the regional leads for the program. Plans and organizes monthly meetings. Engages and collaborates with Field Office Leadership, DCSs, Hospitals and Community Providers. Performs other duties as assigned. Minimum Qualifications This is a full-time non-competitive, policy influencing position. The minimum qualifications for appointment to a Mental Health Program Manager 1 position are: a bachelor’s degree in a human services field, hospital, healthcare, public, or business administration, or related field; and seven years of clinical, administrative, and/or supervisory experience in a mental health, public health, healthcare, and/or managed care setting, two years of which must have included managerial experience in at least one of the following areas:• Policy development for a statewide mental health, public health, health care, and/or managed care program.• Quality control, quality assurance, or quality improvement in a mental health, public health, health care, and/or managed care program.• Program planning, design, implementation, or evaluation in a mental health, public health, health care, and/or managed care program.• As a county director of mental health. A master’s degree in a human services field; hospital, healthcare, public or business administration; or a related field may be substituted for two years of the general and one year of the specialized experience.
