**Job Description**
**Pay Rate:** $120000 to $130000 per year.

**Position Purpose:**
Provides oversight and direction for Veolia's Utilities Metering Operations. Ensures assigned programs and operations comply with all applicable federal, state and local rules and regulations. Partners with state operations to provide support, advice and guidance on programs. Identifies responsible parties for each state, standard operating procedures and action plans needed to ensure compliance with metrology program guidelines and local regulations. Works with the director and other departments as needed key operational improvements and tools that will drive best-in-class operations and increase the revenue of the business. Veolia Utility Operations has 15 business units (BU's) in six states. The utility manages over 600K active meters and installs on average 30K meters each year utilizing various meters, equipment, and tools. The asset management strategy for meters will focus on standardization, efficiency, and enhancement of data analytics tools to drive decisions for capital investment and operational changes.
**Primary Duties/Responsibilities:**
+ Provides oversight and direction for metering operations across the regulated utilities.
+ Evaluate company-wide Material and Equipment Standards for both large and small diameter meters.
+ Ensure appropriate metering technology is selected for retail and bulk customer and metering needs.
+ Document meter standards and coordinate with VNA procurement teams to ensure adequate pricing agreements with vendors for standard materials and equipment.
+ Coordinate with VNA procurement teams to implement appropriate business processes and procedures to ensure accurate ordering of materials and timely delivery from our vendors.
+ Review existing inventory management procedures and standardize as needed.
+ Support and lead the creation of utility-wide Standard Operating procedures (SOP) development that memorializes field practices and steps in writing and assist with the development training materials as needed.
+ Coordinate with vendors to ensure SOP materials and procedures reconcile to vendor recommendations and requirements for the meter assets.
+ Coordinate with DB&T operations applications team to ensure workflows and tools (Mobile Workforce Management) support SOPs and record needed information for post order analysis.
+ Ensure current applications and software technologies meet the needs of the meter program, recommending changes as needed.
+ Manages a root cause analysis program to address meter issues and adjust SOPs and workflows as necessary to mitigate issues.
+ Support Strategic Meter and Customer Programs.
+ Utilize existing tools and techniques for critical revenue and trend data to review large meter flows.
+ Check consumption trends for right sizing of large strategic meters and reasonability.
+ Coordinate and support BUs as needed with implementation of strategic meter management techniques.
+ Coordinate with New Business and other Engineering functions, i.e. Cross Connection Control, as it relates to and impacts meter operations.
+ Support (and Standardize when applicable) Meter Testing Programs.
+ Develops, guides, and supports formal testing programs in collaboration with local operations and meeting regulatory requirements.
+ Assist operations in actions to ensure the correct tools and resources are available to complete meter testing and collect necessary data to enhance meter analytics.
+ Utilize meter testing data to drive meter asset management decisions.
+ Assists and facilitates coordination between BU operations and local regulatory organizations on details and requirements of meter testing programs. Advises and supports implementation of new meter testing procedures, reporting, and other tasks as needed to meet regulatory requirements.
+ Provide day-to-day Meter Operations Support to BUs under special circumstances and as needed, i.e. assist with management, supervision, and training.
+ Support the director in developing and updating the Meter Asset Management Plan (AMP) and Metrology Roadmap.
+ Coordinates with BUs on Meter AMP to document local needs and requirements, collect necessary information, and gain agreement and understanding among meter operations teams for standardization of meter asset management activities and strategies across the utilities.
+ Document 5-year meter replacement program guidelines and promote across the organization.
+ Conduct an annual evaluation of the meter replacement schedules for compliance with all relevant federal state and local rules and regulations, AMI saturation goals, optimal meter life and effectiveness for revenue opportunities.
+ Explores innovations and adopts new meter technologies as needed in partnership with BU meter operations and procurement.
+ Assists and facilitates coordination between BU operations and local regulatory organizations on details and requirements of meter replacement and aging programs. Advises and supports implementation of new meter replacement schedules, reporting, and other tasks as needed to meet regulatory requirements.
+ Coordinates with AMI Business Manager to ensure consistency between meter operations and AMI business goals.
+ Coordinates with data analytics staff to design, update and maintain meter dashboards and report on key compliance, operational and financial metrics and adherence to the metrology roadmap.
+ Manages a root cause analysis program to address meter issues.
+ Provides insights and analytics to drive decisions and operational improvements as measured by key metrics.
+ Assists in defining data needs and developing new reports and metrics as needed.
+ Assist with billing, metering or service-related complaints, PUC requests, and internal audits for all BUs as needed.
+ Create an energized work environment, fostering a collaborative atmosphere that enables trust and engagement across the utilities.
+ Assists with other tasks or projects as assigned.
**Work Environment:**
+ Some travel will be required within the Utility footprint.
**Qualifications**
**Education/Experience/Background:**
+ BA/BS degree in Engineering, Business, Data Science and/or related field or equivalent work experience.
+ 7+ years of increasingly responsible experience in meter operations or related fields.
+ Experience with developing and implementing business processes and workflows to improve field operations and increase productivity, minimizing issues and enhancing the customer experience.
**Knowledge/Skills/Abilities:**
+ In-depth knowledge of meters (types, vendors, models) and their specific applications.
+ In-depth knowledge of meter testing standards and required tools and equipment to perform accurately.
+ Intermediate knowledge of CCB and/or CIS systems that support meter operations.
+ Intermediate knowledge of Mobile Workforce Management applications for field and office.
+ Basic Knowledge of Business Intelligence principles including SQL queries, stored procedures, indexing, report generation, dashboards.
+ Ability to work independently, use good judgment and make sound decisions in accordance with established procedures and policies.
+ Strong interpersonal, written, and oral communication skills.
+ Ability to explain complex technical subjects effectively across all audience types.
+ Ability to write technical reports and effectively present their contents.
+ Good management and organizational skills with the ability to manage multiple priorities simultaneously to success.
+ Ability to interact and collaborate effectively with executives, managers, employees, regulators, public officials, customers, and the public at large.
+ Proficient in use of common digital tools and software, i.e. Google Tools.
+ Strong math, statistics, data analysis, and analytics skills, including strong problem-solving skills.

+ Knowledge of state and federal laws, rules and regulations applicable to areas assigned.
