Summary About the Position: This position is located at the U.S. Army Operational Test Command (OTC), with a duty location of Fort Cavazos, Texas. (merit) Responsibilities Works with assigned Operations Research Analyst (ORSA) to develop the data management plan and overall quality control plan for test data for each test. Applies knowledge of systems, equipment, materiel, concepts, and doctrine in his or her area of expertise, such as Combat Service Support; Mobility and Survivability; Maneuver; Communications, Command, and Control; and/or Information Systems. Conducts background research to determine testability of critical operational issues and criteria and develops test or other event concept in support of the requirements for the program. Writes test methodologies for overall test design and for specific issue, criterion, and measure of performance requirements. Researches and writes background material for systems concepts being tested. Ensures training of test team members in test design and data collection, reduction, and quality control techniques, as needed. Specialized Experience: One year of specialized experience which includes: 1) Performing research or quality control on tests or assessments; 2) Using data collection systems or automated test management systems; and 3) Reporting findings or developing documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using specialized experience alone--no substitution of education for experience is permitted. Relocation Incentive may be authorized. This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation certification within 60 months as of entrance on duty. The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $115,774 including locality. U.S. Army Test and Evaluation Command (ATEC) provides direct support to Army Futures Command and relevant, timely information to senior Army leaders to make future force decisions enabling Multi-Domain Operations through rigorous developmental testing and independent operational tests and evaluations. The U.S. Army Operational Test Command, in collaboration with our Test and Evaluation partners, conducts independent operational testing to inform acquisition and fielding decisions for Army and select multi-service Warfighting systems.
