Consults with client or department heads to define need or problem, conducts research, performs studies and surveys to obtain data, and analyzes problems to advise on or recommend solutions, utilizing knowledge of theory, principles, or technology of specific discipline or field of specialization. Requires knowledge in fields defined as information technology, computer programming, computer security, computer systems analysis, database management, information systems, Internet applications and development, software development, and related fields.

 

The Department of Public Works (DPW) has recent systems that center on the specialized, mobile computer technologies.  Specifically, the Solid Waste Management Administration (SWMA) have mobile systems that have provided for electronic routing and mapping for its collections operations, and mobile computer systems for its inspectors and managers, in improving productivity for existing staff.  In just this fiscal year, the SWMA leaf collection program implemented a mobile system for field completion of work on mobile phones.  The DPW Parking Enforcement Management Administration (PEMA) provides wireless transmittal of field data, and mobile data collection in its field operations for parking enforcement.

 

Mobile computer technologies have greatly surged in the past few years.  DPW/OITS would like to incorporate a mobile system strategy into its planning for the next 3 years which will ensure the best methods and practices in IT strategic management and planning with a specific view on mobile computing and in compliance with industry standards. The recent IT infrastructure, within the Department of Public Works, focuses on information systems in the offices and for management and some field programs.  However, with the evolving of information technology into field operations, DPW needs alternative strategies that focus on mobile systems, mobile databases and wireless communications. 

 

The contractor should provide a status of mobile computing companies.  As many new vendors are coming in the market, vendor stability is a concern.  Currently vendor service offerings are expanding.  It is essential that DPW appropriately, evaluate and plan in operating in this area to improve field services to near real time computing.  From the status, the provider should show where the mobile industry is going, and where DPW can save money; show recommended strategies that will improve departmental computing to near and real time computing; recommend how the strategies will increase availability for significant events (as in storms operations); and recommend how the strategy will handle field operations for crews in trucks, and cleanup sites.

 

The contractor should have expertise in mobile computing operations, assessment and planning for a District or Federal Government operation, at least similar to DPW in size and with a focus on field operations; at least 10 years experience in the mobile computing field and in advising District or Federal Government agencies on mobile strategies.

 

The deliverable will be a report of findings and recommendations, supplemented by a presentation briefing DPW IT staff and selected DPW executives and managers on the recommended mobile computing strategies for DPW

 

Behavior Characteristics:

The contractor will report to OITS at 2000 14th St. NW, 6th floor Reeves center to conduct meetings, review current operations, and make plans for the operations; to meet with OITS and management, observe field work, and use of mobile devices.

 

Skills:

Experience in municipal government agencies as large or larger than the DC Department of Public Works
