Creative is seeking a Monitoring, Evaluation, and Learning (MEL) Director for the USAID Local Governance Activity, a 5-year program that will aim to strengthen local government units to deliver improved service and increase the effectiveness of their operations, better manage resources, engage with their constituents, and enhance accountability and transparency in municipal governance. This Activity will be procured as a task order under the Active Communities - Effective States (ACES) IDIQ. Under the supervision of the Chief of Party (COP), the MEL Director will be responsible for overseeing all aspects of MEL efforts for the Activity.

 

Responsibilities

Key Responsibilities  

Collaborate with the COP, Deputy COP, and technical teams on annual planning, definition of outputs, outcomes, and results, as well as other deliverables Ensure data quality, rigor, and relevance for all approved indicators and preparation/validation of detailed indicator reference sheets. Support formulation and implementation of program-level CLA effortsCollaborate with COP, Deputy COP, and technical team members in the design of evidence-based research and data collection activities focused on service delivery and local governanceSupport staff and partners in collecting, reporting, and verifying that data and indicators meet USAID quality standards. 

 

Qualifications

Required Skills and Qualifications  

Bachelor’s degree is required; an advanced (master’s / doctoral) degree in education or research is preferred. At least eight (8) years of work experience required, with preference given to candidates who have experience working in the field of democracy and governancePrevious experience in USAID-funded programsTraining in qualitative and quantitative analysisExcellent interpersonal skills and teamwork.Effective communication skillsProfessionally proficient and fluent in written and spoken English; fluency in Arabic.  

 

This position is contingent upon successful award and funding by USAID to Creative Associates.
