ICF is seeking candidates for the role of Monitoring, Evaluation, and Learning (MEL) Director for the anticipated five-year, U.S. Agency for International Development (USAID)-funded Arakisa (Digital Health, Information Systems, and Data Use) Activity project in Madagascar. The purpose of this five-year project is to advance the Government of Madagascar’s national capacity to plan, govern, and implement national digital health and health information systems strategies and architecture to optimize the availability, quality, and use of information to achieve national public health goals. Arakisa will drive innovative, sustainable, and scalable solutions in support of country-owned and -led health information systems and data that are agile and responsive to emerging needs. The project will support local capacity strengthening and use of host-country stakeholders’ capabilities to ensure sustainable development for data- and evidence-driven service delivery and health system resilience.
The position is likely to be based in Antananarivo, Madagascar and reports to the Chief of Party.
The MEL Director will provide strategic guidance, vision, and management for the effective monitoring and evaluation of the project and for research and learning activities. The MEL Director will lead the development of MEL systems, ensure the collection of quality data, and promote the use of information to guide performance management. S/he is also responsible for ensuring compliance with the project’s contract requirements related to monitoring, evaluation, and learning.
Key Responsibilities:
Develop the activity MEL plan, theory of change, key performance indicators, data collection methods and tools, and data management and analysis processes for performance monitoring.Manage data collection, analysis, interpretation, presentation, and reporting and ensure rigorous quality assurance measures are in place at each stage.Lead the development and implementation of a learning agenda.Work with senior management and technical teams to ensure that learning is applied to strategic planning, project and activity design, and implementation through adaptive management.Facilitate regular data reviews and reflection with project staff and with USAID.Oversee the production of quarterly and annual progress reports and provide timely qualitative and quantitative information for reports, programmatic updates, success stories, briefs, and newsletters.Strengthen the capacity of project and partner staff related to MEL approaches and best practicesDevelop strategic relationships with relevant stakeholders to promote effective coordination, collaboration and dissemination of program learning.Ensure compliance with the activity’s MEL requirements and reporting.Required Experience/Qualifications:
Bachelor's degree or equivalent in international development, public health, or a related field.5+ years of experience implementing MEL activities for international development projects with progressively increasing levels of responsibility, and at least 4 years supporting MEL activities on USAID-funded projects.Proven success in developing MEL plans, indicators and data collection tools.Prior experience leading research activities and in the application of statistical methods and database management.Demonstrated experience in fostering a culture of data use ,continuous improvement, and adaptive management.Fluency in French and English is required.Working at ICF
