Monitoring, Evaluation, and Learning Officer

Job Overview: The IRC’s Resettlement, Asylum, and Integration (RAI) Programs Department is committed to delivering high-quality programs at scale. The Monitoring, Evaluation, and Learning (MEL) Officer will lead the monitoring and evaluation of strategic and multi-site education projects for forcibly displaced youth. 

 

Major Responsibilities: 

In this role, you will:

Develop and implement Monitoring, Evaluation, and Learning (MEL) plans for strategic and multi-site Education and Youth projects. This includes, but is not limited to, leading MEL for two projects geared towards improving tutoring for forcibly displaced youth. Responsibilities include:Supporting the Education and Youth team during project design and proposal development processes. Ensuring that a DEI-informed approach is applied to MEL planning and implementation.Developing and updating theories of change and logframes, as needed. Developing, updating, and maintaining existing data collection tools and systems.Collecting data in accordance with the MEL plan. Analyzing qualitative and quantitative data. Developing and maintaining PowerBI Dashboards. Establishing data review and action planning routines and holding meetings to capture lessons learned.Documenting and disseminating findings and lessons learned through timely donor reporting, internal communications, and knowledge management processes.Contribute to efforts to strengthen and support MEL within Education and Youth programs and the RAI programs department through capacity building, resource development, and provision of training and technical assistance.Contribute to the Education and Youth team’s achievement of external influence goals.Lead other evaluation initiatives as opportunities arise.

 

Key Working Relationships: 

This position is based in RAI’s Research, Analysis, and Learning Unit and reports to the Senior Monitoring, Evaluation, and Learning Officer. The MEL Officer will work in close collaboration with other members of the Education HQ program teams, and with the Senior Technical Advisor, and Technical Advisors of Education and Youth.

 

Job Requirements:        

Education:  A University degree in a relevant discipline (preferably in Social Sciences, Data Science, or a related field) preferred. 

Work Experience: 

Experience developing and implementing M&E plans; coordinating and/or conducting project evaluations, conducting qualitative and quantitative data analysis. Experience conducting evaluations of programs for refugee or displaced populations preferred. Experience preparing compelling reports and presentations. A minimum of 3 years of relevant experience strongly preferred. Experience with Education and Youths programming a plus. 

Demonstrated Skills and Competencies:

Experience with Social Solutions’ ETO platform, a plus. A strong understanding of client feedback systems and how to apply a GEDI lens to monitoring, evaluation, and learning. A strong understanding of principles and processes involved in the collection of data from linguistically diverse, RIM populations.Experience developing both quantitative and qualitative data collection tools. Excellent communication skills, both verbal and written.Ability to effectively communicate results, including with data visualization.Strong M&E technical knowledge, including knowledge of basic M&E concepts and tools, as well as experience with: design of evaluable projects, qualitative and quantitative methods, statistical analysis, sampling, and applied research. Demonstrated experience with capacity building/training related to data collection tools and data quality.Project management skills.Advanced knowledge of Microsoft Office Word, PowerPoint and Excel. Strong attention to detail (including in data management and written communication).Ability to work flexibly both independently and as part of a team.Ability to handle multiple priorities and deadlines.Strong critical thinking capabilities with an ability to rapidly assess situational needs, develop problem solving strategies, and implement sustainable solutions.Proven experience with donor reporting.Experience managing project M&E across multiple locations, remotely preferred.Experience using mobile/ cloud-based digital technology for data collection and management.Experience with qualitative data analysis and use of Dedoose or similar qualitative data analysis software.

Language Skills: English language fluency. Fluency in additional languages (Arabic, Dari, Pashto, Spanish) a plus.

Working Environment:

A combination of standard office environment and remote work depending on locationOccasional domestic (non-local) travel required; up to 10%.May require occasional weekend and/or evening work.

 

Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
