Monitoring/Field Specialist

Description

ICF is currently seeking a Monitoring/Field Specialist to support a variety of activities across multiple divisions within a federal program. 

The Monitoring/Field Specialist will use their expertise for compliance monitoring, report development, recommendations for improvement, and developing training and technical assistance to support program compliance. 

The purpose of the Mission Support Project is to provide technical, acquisition, program management, administrative, and business support services to ORR to meet ACF mission requirements.

The mission of ORR is to promote the health, well-being and stability of refugees, unaccompanied children (UC), and other eligible individuals and families, through culturally responsive, trauma-informed, and strengths-based services. ORR’s vision is for all new arrivals to be welcomed with equitable, high-quality services and resources so they maximize their potential.

The successful candidate will have a broad knowledge of project support and coordination.  The Monitoring/Field Specialist will report to a divisional or bureau lead for supervision and assignments. 

Positions will be fully remote. This position will have approximately 50% travel requirements to federally funded program sites. 

Key Responsibilities:

Monitoring/Field Specialist responsibilities include: 

Participating in the monitoring of federally funded programs to ensure compliance with relevant statutes, regulations, and agency policy and procedures.  Developing efficient and cost-effective schedules for program monitoring and timelines for creation of monitoring related documents including reports, for approval by federal staff.  Proposed schedules must take into consideration mission requirements and priorities as identified by federal staff.  Monitoring activities include but are not limited to site visits, document reviews, meetings, and interviews. Monitoring may happen on-site and/or remotely based on the needs of the Government. Creating and maintaining appropriate documentation of monitoring activities including but not limited to notes and other records collected during the monitoring visit.  Creating monitoring reports that will include but are not limited to a summary of the visit; analysis on the program’s compliance with relevant statues, regulations, and agency policy and procedures; identification of instances of non-compliance for follow up federal staff; recommendations for corrective actions, technical assistance, and/or training.   ‘ Reviewing and analyzing documentation related to monitoring activities to identify trends, best practices, and areas or issues that may require additional training.   Providing analysis in the form of reports, dashboards, presentation materials, or other deliverable as specified by the Government.  Recommending and drafting technical assistance documents based on knowledge of relevant statutes, regulations, agency policy and procedures, professional standards and best practices, and monitoring findings.  

Basic Qualifications:

Bachelor’s degree in social work, public administration, social services, or related field which requires an understanding of business analysis.  5 years of experience working with ORR program and/or grantees. Knowledge of ORR policies and procedures. 1 year of program analysis skills in the form of reports, dashboards, presentation materials, or other deliverable.

Preferred Skills:

Master’s degree in social work, public administration, or other advanced degree in a related field  Working knowledge of ORR/OTIP mission and activities. Project management experience. Leadership experience.

Ability to promote and contribute to an equitable and inclusive organizational culture and environment. Solid team player with proven ability to manage competing priorities, perspectives and stakeholder needs. Strong analytical, problem-solving, and decision-making capabilities. Ability to prioritize and manage multiple activities simultaneously in a fast-paced, changing environment.  Excellent verbal, interpersonal and written communication skills. Demonstrated outstanding level of professionalism in providing grantee support, including ability to exercise good judgment, discretion, tact, and diplomacy. Proficient with MS office applications (i.e., Word, Excel, and PowerPoint).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$79,154.00 - $134,561.00
