Summary Employee will serve as a Motor Vehicle Operator within Transportation Section of Logistics Management Service located at the VA Northern California Health Care System in Stockton, CA. Responsibilities Duties will include, but may not be limited to the following: Operates shuttles used for patient transportation, including 16-40 passenger busses, equipped with wheelchair lifts, Dual Use Vehicles (DUV), and Mobile Medical Units (MMU) that are up to 45 feet in length and gross vehicle weight (GVW) of 26,001 - 33,000 pounds and equipped with air brakes. Operates gasoline, diesel, hybrid gas-electric, and electronic motor vehicles including grounds utility carts, passenger cars, station wagons, vans, pick-ups, and panel, stake or open bed trucks with GVW over 26,001- to-32,000-pound capacities. Operates cargo vans and trucks with up to and including 10 forward speeds and 6 driving wheels, and special purpose vehicles with equipment such as power takeoff, winches, power tailgates, lifts, 240v - 50-watt house-power generators, etc. May operate large trucks and tracker-trailer rigs. Maintains interior and exterior of vehicles in a clean and serviceable condition. Inspects vehicles for such items as coolant or water, oil, gas, grease and battery liquids, and that diesel exhaust fluid reservoirs are within safe operational limits. Ensures vehicle is compliant with safety equipment and other operating equipment (e.g., lights, signals, windshield wipers) and that passenger restraint systems are in good condition. Makes minor emergency repairs on the road (e.g., change tires/wheels) when it is not practical or safe to obtain garage service. Performs other duties as assigned. SCREEN-OUT: Ability to perform the work of a Motor Vehicle Operator without more than normal supervision. Experience should includes performing tasks related to the operation of gasoline, diesel, electric powered vehicles to transport passengers (e.g., vans, buses, shuttles); operating vehicles and equipment with air braking and standard systems, including those with gross vehicle weight of more than 26,000 pounds (e.g., large trucks, cargo vans, etc.); interpreting road maps to determine best route to safely transport passengers and cargo to meet schedules; and inspecting vehicles for such items as coolant or water, oil, gas, grease and battery liquids are within safe operational limits. A Quality Ranking Factor* has also been requested by the facility to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: Training in Basic First Aid and Basic Cardiac Life Support. (Note: This training must be supported on resume to receive credit.) *Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor. You will be rated on the following Job Elements as part of the assessment questionnaire for this position: Drive Safely Interpret Instructions, Specifications (mobile equipment operations) Motor Vehicles Quality Ranking Factor Reliability And Dependability Without more than normal supervision Work Practices PHYSICAL EFFORT AND WORK CONDITIONS: Physical and mental coordination and concentration is required for starting, stopping, driving, turning, and otherwise safe operation of a motor vehicle. Moderate physical effort lifting 40 pounds unassisted and occasional handling objects greater than 40 pounds with assistance. Physical effort may be required in making couplings between the vehicle and towed equipment because of chains, tow-bars, and hooks must be lifted and properly secured. Considerable physical effort may be required to change tires and make limited emergency repairs, such as installing an emergency fan belt or electrical fuse on open highways. Physical effort is needed at this level to maneuver the longer and heavier vehicles, especially when turning, backing, and controlling vehicles which carry heavier loads or larger numbers of people. Ambulance or patient transport vehicle drivers may be required to assist patients into and out of the vehicle, which involves physical exertion and frequent stooping and bending. Must have rapid mental and muscular coordination simultaneously, good hearing, depth perception, and the ability to distinguish basic colors and shades. Glasses and hearing aids are permitted in accordance with medical certification requirements for CDL as established by Federal and State Law. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Education Additional Information Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
