REPORTING STRUCTURE: Receives general guidance from the MPO Supervisor. Typical Class Essential Duties 1. Monitors specialized transportation programs relating to MPO and assists with the identification, development, and implementation of transportation strategies. 2. Provides support to the MPO division on matters as directed; prepares and presents reports and participates in multimodal studies; attends and participates in professional group meetings, serves on any related boards or committees as assigned. 3. Maintains awareness of new trends and developments in the fields related to area of MPO; this includes GIS, and other methods to assist with efficient transportation modeling needs. 4. Inputs data; develops and provides information; presents written and visual presentations of materials such as reports, maps, and briefings. 5. Coordinates closely with Casper Area Transit, to update GIS mapping and provide technical support with route tracking software. 6. Assists in the collection and organization of technical information for use in computer analysis and report generation; generates technical reports and maps;. 7. Provides GIS expertise specifically for transportation planning purposes; maintains transportation model data sets, software, and mapping techniques; updates annual Municipal and Census boundaries; responsible for working with consultant(s) on traffic and non-motorized travel counts and maintaining count data. 8. Maintain GIS data for planning by processing plats, updating zoning, and processing annexations for base map data. 9. Provides general customer service and communicates with the public regarding policies, rules, and general information about the City of Casper. 10. Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. 11. Performs other duties of a similar nature or level. Knowledge (position requirements at entry): Knowledge of: • Modern office procedures, methods, and use of technological equipment including database management and use of software applications. • Customer service principles. • Record keeping and file management principles. • Principles and practices of GIS data entry and maintenance. • ARC GIS desktop and web-based applications with experience utilizing ARC Hub. • Mathematical principles and practices. • English language, grammar, and punctuation. • Quality control methods. Training, Experience & Certifications EDUCATION and EXPERIENCE • High school diploma or equivalent (G.E.D.) required. • Associate's Degree in engineering, geography, statistics, urban planning, or a related field preferred. • Minimum of two years of experience in increasingly responsible experience working with GIS, transportation planning, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below. • Specific experience in the use of ARC-GIS software is required. LICENSING and CERTIFICATIONS • Possession of a Wyoming driver’s license preferred. • Possession of ARC-GIS and/or Trans CAD certifications preferred.
