Job Summary
Under general direction from the Presiding Judge, is responsible for managing the administrative and managerial non-judicial functions of the municipal court; supervises non-judicial personnel; monitors and assists Presiding Judge in establishing court dockets; assists Presiding Judge in preparing and administering the judicial division budget; and performs related duties as required. Working conditions are in an office environment. Exercises direct supervision over assigned staff.
This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions
+ Works directly with Presiding Judge in overseeing all case management operations including court docketing.
+ Assists Presiding Judge in preparing and administering the office of the judiciary division budget.
+ Supervises employees who work directly or indirectly for the judiciary. Plans, directs, and evaluates work of assigned staff. Assists in selecting, motivating, and evaluating department staff; provides and/or coordinates training and collaborates with employees to correct deficiencies; assists in implementing and administering disciplinary and termination procedures.
+ Prepares reports and participates in the development and administration of the court's budget.
+ Assists in overseeing all work efforts under the jurisdiction of the Municipal Court. Assists in planning, directing, and coordinating, through subordinate-level staff, the court work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; and reviews and evaluates work methods and procedures. Responds to and resolves sensitive inquiries and complaints from both internal and external resources.
+ Acts as liaison for City Council, City Manager, City Attorney, Texas Legislature, local bar, District Attorney, County and District Court Judges.
+ Coordinates with County Jury Clerk in requesting Jury Panels for the Municipal Court.
+ Assists in coordinating scheduling of part-time judges and coordinating continuing legal education classes for the judges.
+ Performs special projects. Coordinates projects with other managers within the court, outside agencies, and other City departments.
+ Develops and coordinates training for all court personnel. Develops, writes, and implements policies and procedures.
+ Reviews National Crime Information Center, Texas Crime Information Center, Texas Department of Public Safety (NCIC/TCIC/DPS) databases for criminal histories, warrant records and driving records.
+ Updates NCIC/TCIC databases with warrant records and conviction records reported to DPS.
+ Performs related duties and fulfills responsibilities as required.
Job Requirements
+ Master's Degree from an accredited college or university.
+ Three (3) years supervisory experience.
+ Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.
+ Ability to obtain a Texas Association for Court Administration Certification in Trial Court Administration.
+ Valid Texas Crime Information Center and National Crime Information Center (TCIC/NCIC) Certification within one (1) year of employment and re-certified yearly.
+ Must maintain Texas Law Enforcement Telecommunications System Access (TLETS) eligibility for continued employment in position (TLETS provides access to TCIC and NCIC).

+ Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
+ Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

+ Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations.
+ Skills in supervising administrative and clerical employees.
+ Skill in researching and organizing legal information.
+ Skill in utilizing a personal computer and associated software programs.
+ Ability to establish and maintain effective working relationships with City staff and the general public.
+ Ability to communicate effectively with diverse groups of individuals utilizing tact and diplomacy.
+ Ability to perform all the physical requirements of the position, with or without accommodations.
