DESCRIPTION
Michael Baker International is looking to grow and enhance our practice and we are adding a multi-talented Municipal Services Lead. Michael Baker’s Illinois office is investing in the growth of our Municipal Services market and is looking for someone that wants to help us grow and spearhead our efforts with proven relationships and experience in managing projects with Local Public Agencies (County, Municipal, Park Districts, and Forest Preserves). This position will report to the Illinois Director of Transportation. In this role, you will be responsible for developing and maintaining trusted adviser relationships with local clients as well as setting the vision for growth and lead market awareness including involvement in professional associations, technical articles, conferences and boards. You will coordinate staff workload with other transportation departments (Highways, Bridge, Water Resources, and Construction Services) within Michael Baker International. You will lead and participate in ongoing strategic positioning for major highway or roadway project opportunities and will be responsible for successful contracting and project execution.
The Municipal Services Lead will be well versed in Phase I, II, and III engineering practices. This includes experience in preliminary engineering, detailed design engineering, and construction engineering. This role will include the leadership and assistance with of development of plans, special provisions, estimates, bid documents and permit applications as well as construction management oversight for transportation and public works projects throughout Illinois. In this role, your responsibility would be to manage and mentor project team members throughout the delivery of these local agency projects.
The Municipal Services Lead will build and maintain relationships with key client decision-makers, keeping ahead of upcoming project advertisements and changes in the client’s organization. This person may be expected to support projects in other states, and multi-state licensure is recommended, however, the focus of the position will be the growth of the Illinois Municipal and Local Public Agency market. A working knowledge of MicroStation/Openroads is preferred to effectively manage team members and tasks noted above. This position is based out of our Chicago, IL office and we offer a flexible hybrid work schedule, per supervisor approval and depending on client requirements. Responsibilities include:
Lead the business development, proposal, and project management activities alongside our Local Agency Client Service Manager and Illinois Director of Transportation on Stormwater, Roadway, Structural, and Construction projects for our targeted local public agency clients in the Chicago office. The successful candidate will deliver projects per agreed to plan, budget, program and quality objectives. This person will lead, assign, and review work of the project delivery team and provide technical guidance and oversight for the design and construction of projects; check work progress and identify changes of scope and additional services. Staff mentorship and development is a responsibility, as well as the development and overseeing of budgets and schedules. The successful candidate will provide strategic planning while building and maintaining relationships with key client decision-makers, keeping ahead of upcoming project advertisements and changes in the client’s organization. Additionally, the successful candidate will lead proposal strategies, content, etc. and participate in the interview process to win work as well as be a visible and active member of the Chicago local agency community through professional organization involvement. Willingness and interest to sit in an in-house capacity for local public agencies on a part-time basis. Occasional to moderate travel may be required for attendance at relevant conferences and companywide meetings. Participation in industry-related professional societies is required. Bachelor’s degree in Civil Engineering Professional Engineer (P.E.) license in the State of Illinois. 15+ years of related experience, either internally or equivalent external experience, and proven success managing Local Public Agency projects. Demonstrated ability to communicate effectively on all levels, internal and external. Ability to conceptualize and think creatively. Ability to apply effective use of project contingencies, both budgets and schedules. Demonstrated ability to manage teams across multiple offices and with several subconsultants. Establish clear lines of communication within project team and with the client for free flow of information. Demonstrated familiarity with Local Public Agency requirements, challenges, and key areas of interest for growth. Demonstrated ability to properly address and manage change. Demonstrated problem-solving, negotiations and decision-making skills. Software proficiency – Familiarity with roadway design software (MicroStation and Openroads Designer), Microsoft Office, Microsoft Project, Bluebeam, and Projectwise.COMPENSATION
The approximate compensation range for this position is $115,065.60 - $199,347.20 per year. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
