The Position:
The Administrative/Finance Associate position is located in the Somalia Country Office [Mogadishu]. You will deliver quality services in Human Resources, Administration and Finance to internal and external clients mastering all relevant rules, guidelines, processes, and procedures.

Job Purpose:
Under the guidance and supervision of the International Operations Manager, the Administrative/Finance Associate supports the effective management of the UNFPA program
activities in the areas of population and development, reproductive health and gender. You will demonstrate a client-oriented, results-focused approach to interpreting the rules, procedures and guidelines in service of the Country Program, providing support and guidance to the Country Office and UNFPA supported projects.
You will work closely with Programme and Project staff providing HR and Administrative support, financial monitoring and analysis of projects, and advising managers on all areas of operations.
You are expected to maintain collaborative relationships with all technical staff (Programme Officers and project staff) as well as government counterparts.
You would be responsible for:
• Adapting processes and procedures, anticipating and manage operational requirements of program/ project inputs under national execution in terms of personnel, sub- contracts, equipment, fellowships, study tours, and other program and project-related events to facilitate program/ project delivery.
• Prepare and monitor the administrative budget and ensure financial transactions are in accordance with UNFPA financial rules and procedures. Propose procedures to improve internal controls and efficiency and respond to audit issues.
• Support in the area of Human Resource management by monitoring the recruitment and selection processes applying best practice HR tools and mechanisms, monitoring absence management and entitlement of staff in their areas of responsibility and supports in the coordination of the performance appraisal process.
• Implement corporate systems and applications in support of finance and human resource management and country office operations, create systems and mechanisms for effective management of UNFPA resources, and advise and train project staff.
• Review procurement requests and initiate procurement procedures for office and project equipment, supplies, and services in a transparent and cost-effective manner; recommend procurement decisions. Contributes to the smooth running of the office by ensuring the provision and maintenance of services and supplies following-up processes and maintaining up-to-date inventory and records.
• Review and prepare material for common system activities relating to common services and premises, cost recovery, tax exemptions, entitlement and salary surveys, security etc.
• Support the monitoring of Programme financial performance for all core and non-core resources by providing necessary financial information and analysis, including implementation rate against indicators/results. Detects potential over-under expenditure problems and works with programme staff and output managers to ensure that these are addressed.
• Develop tools and mechanisms for effective monitoring of Programme and project budgets, coordinates compilation of financial data and provides accurate and up-dated financial information to HQ on a continuous basis.
• Integrates financial policies and procedures particularly relating to NEX and provides guidance and training to staff and project managers. Strives to identify ways in which Programme financial needs can be met within existing policies.
• Monitor the Institutional Budget and ensures financial transactions are in accordance with UNFPA financial rules and procedures.
• Ensure the effective financial recording and reporting system, internal control and audit follow-up and processes financial transactions in and accurate and timely way. Proposes procedures to improve internal controls and efficiency and responds to audit issues.
• In consultation with the International Operations Manager, Deputy Representative, and Unit Heads, follows up on Funding Authorization and Certificate of Expenditures (FACE) and ensure that FACEs are received timely from IP’s and recorded.
• Monitor the dashboard to ensure that any items requiring corrections are worked on a timely basis and serves as the focal point for completion of integrated accountability
checklist.
• Provide logistical and technical support to the Programme implementation to the Implementing partners in the areas of Programme Financial Management.
• Review and monitors charges for common services and cost recovery taking into account maximum cost efficiency and represents UNFPA’s interest in related negotiations and agreements.
• Assist in the formulation of Programme/project budget in determining expenditure levels.
• Provide support and reviews to quality services in administration, procurement, communication and management of office equipment and infrastructure to internal and
external clients mastering all relevant rules, guidelines, processes and procedures.
• Establishes and maintains contact with counterparts in Government for compliance with guidelines in the submission of financial reports as well as counterparts in the UNDP on Quantum framework.
• Coordinate the Conduct of NEX audits and facilitate the development and implementation of follow-up actions.
• Undertake any other assignments as may be required by the Representative, Deputy Representative and the International Operations Manager.
Qualifications and Experience
Education:
Completed secondary level education with a minimum Seven years (7 years) relevant experience and preferably with specialized training in accounting qualifications such as completed ACCA, CPA or related fields is essential. First level university degree is an asset.Knowledge and Experience:
Seven years of relevant experience in administration, programme/project management or finance management in the public or private sector OR 4 years’ experience in similar functional areas if combined with a first level degree. Familiarity with UN Operational Rules and Regulations; direct working experience in applying and handling UN Operational rules and regulations and familiarity with ERP systems is an asset. Proficiency in current software applications such as MS Office software applications, corporate IT systems and other accounting packages is essential; Proven capacity in the use of web-based applications; good knowledge of Results-based Management is a strong advantage.Languages:
Solid command of spoken and written English and Somali is essential.

Appointment, Compensation, and Benefits:
The initial fixed-term appointment of a staff member shall be for a period of one year. A fixed-term appointment may be renewed, subject to satisfactory service.
