Department Summary:

The position of MITRE National Security Fellow is an authority in his or her field who has reached the most senior level of subject matter leadership at MITRE, and who both: (a) contributes directly to solving the most difficult challenges of our sponsors and partners, and (b) exercises national- and international-level thought leadership in terms of ongoing scholarship and engagement in key areas of national and international security policy.

MITRE seeks a National Security Fellow at the intersection of national security, technology, and policy to contribute to developing national and international security policy solutions for the United States and its partners and allies, including by accelerating the identification and enabling the employment of a diverse range of asymmetric options for deterring and countering actual or potential adversary threats, with a particular focus in the USINDOPACOM areas of operations. Specific practitioner expertise in the Pacific region and experience in the Whole-of-Government approach to execute strategic competition in the Indo-Pacific region with a deep understanding of China and the tradecraft, frameworks and technologies required to enable a strategy is desired.

Roles and Responsibilities:

The MITRE National Security Fellow will help develop and lead high-risk transformative programs and serve as a visible leader in his or her field.  Primary areas of responsibility include:

Lead the development of efforts to examine complex problems of identifying and delivering asymmetric options across any and all levers of national power.  The National Security Fellow will blend internal research and funding, work within the FFRDCs, and whole-of-nation engagement across industry, academia, government, and key allies/partners to address a broad range of topics and interests. Represent MITRE and his or her respective area of expertise externally through professional engagement in advisory boards, study commissions, professional societies, academic publications and conferences, and other external venues.  Develop more junior staff and identify opportunities for them to engage externally.Work with Government, Industry and Academia to take on national- or global-scale challenges and a systematic, joint, whole-of-government, whole-of-nation and international allies/partners approach to addressing such challenges.Leverage internal resources to build a team to continue to mature and develop approach, pilots, and sustain a pipeline of relevant research and analyses.  Research, write, and brief such analysis, as applicable, to sponsors or other key stakeholders, and/or through outward-facing publications.Establish a network of partners across government, industry, academia, and key allies/partners that would be relevant to a broad range of challenges building on MITRE’s strategic federal government relationships and through its FFRDCs.Develop models and approaches for the continued application of promising research and solutions into implementation, practice, and impact across MITRE’s FFRDCs as well as newly created opportunities. Connect across Title 10 and Title 50 activities to advance integrated warfighting domains, advanced resilient networks, AI/ML, and advanced C5ISRT systems.Work and lead multidisciplinary teams of domain and Subject Matter Experts (SMEs), engineers, political scientists, modeling and simulations experts, data analysts, and cross-Government representatives relevant to the challenges at hand.

National Security Fellows work on MITRE’s hardest National Security subject area problems to advance U.S. and allied security and corporate strategic interests, and are chosen based on their leadership ability, history of mission acceleration, and ability to advance corporate strategic interests.National Security Fellow appointments operate on renewable three-year terms.  Alumni of the National Security Fellows program continue to serve as employees of the company as Distinguished ExpertsThe MITRE National Security Fellow will be ultimately judged on his or her role at MITRE by having a sustained societal impact on the key challenges in their field of expertise.Key success metrics for the MITRE National Security Fellow will be maturation of the concepts, frameworks, analyses, and tools that underpin the Fellow’s work; identification of novel options and opportunities coupled with the enabling policy and legal frameworks to employ them; contributions to the intellectual and scholarly state of the art in this area; and expansion of MITRE’s integration through and across the special program landscape for asymmetric options.

Minimum Qualifications:

A minimum of 15 years of related experience with a Bachelor’s degree; or 12 years and a Master’s degree; or a PhD with 10 years’ experience; or equivalent combination of related education and work experience.Graduate degree or equivalent experience in national security, economics, business, cyber, international relations, engineering or a related discipline.Demonstrated track record of success in developing and executing analysis, developing, and evaluating courses of action against large, visible initiatives of national importance.Nationally recognized impact in core area of expertise as demonstrated through prior work impacting national policy.Demonstrated track record leading national or international studies at the intersection of national security technology and policy, including but not limited to great power competition, theater and global military operations, development of asymmetric military and intelligence capabilities, non-proliferation, space/cyber/special operations, economic operations, trade policy, supply chain and industrial policy; and a demonstrated track record of supporting policy recommendations and research publications.Experience building and mentoring high-performing teams and driving impact across the team.Active TS/SCI clearance.

Preferred Qualifications:

Internationally recognized impact in core area of expertise, such as being a fellow of their professional society, elected member of the National Academies, or high-impact federal advisory committees.Deep familiarity with DOD and Intelligence Community leadership organizations, unified combatant command organizations and warfighter priorities, military service major commands and functional organizations, and equivalent national security structures in ally and partner nations.Current TS/SCI with FS poly clearance or the ability to obtain one.
