Summary About the Position: Serves as a Headquarters, U.S. Army Corps of Engineers (USACE) senior policy advisor for environmental compliance, natural resources management, and sustainability program in civil works. Management may make a selection at any grade level advertised. Responsibilities Serve as a Headquarters US Army Corps of Engineers program manager for Civil Works. Management of natural resources, environmental compliance, and sustainability program in civil works. Work with the Headquarters, NRM team to coordinate with Major Subordinate Commands (MSCs) and Districts. Coordinate with Major Subordinate Commands and District directly and frequently on national budget development, execution, evaluation, justification and defense, policy review and updates. Coordinate strategic planning to include working with all Civil Works business lines to address natural resource management, environmental compliance and sustainability requirements. Basic Requirement for Natural Resource Manager (series 0401): A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience required at GS-13: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: Serve as a technical advisor to one or more natural resource programs to include: environmental compliance and sustainability; Ensure data collection, data management systems, budget functions, and political processes are in the line with the protection and development of land, recreation, wildlife, forestry and water resources; Implement ways to mitigate planning and policy issues and developing effective resolutions to improve natural resources management programs issues/problems. Specialized Experience required at GS-14: To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: serve as the senior Serve as the senior Natural Resource Management (NRM) Advisor for environmental compliance and sustainability in providing guidance and training to program staff; implement policies, regulations, new and proposed legislation at the national level to ensure sound management of natural resource programs; manage recreation, regulatory, environmental planning, natural resources management, land management, and environmental stewardship/compliance of water resource development programs/projects; justify Civil Works financial procedures, including budgeting and procurement, to key personnel such as Office of Management and Budget (OMB) and Office of the Secretary of the Army for Civil Works (ASA(CW)); and represent the organization in higher level meetings and conferences to promote acceptance of natural resources/water resources programs' strategic goals and initiatives.
