Natural Resources Specialist (State Prescribed Burn Specialist)
Summary The incumbent assists the immediate staff, area offices, technical offices, and field offices in all technical aspects of prescribed burning, and other associated management of grassland and other types of land being managed to reduce undesirable species. This position also manages the review and approval of job approval authority for prescribed burning. Responsibilities Provides statewide leadership, technical guidance and training on prescribed burning, and other associated management of grassland and other types of land being managed to reduce undesirable species. Coordinates and provides technical assistance and direction to landowner groups and partners to promote and establish local prescribed burn associations. Develop standards and specifications, technical notes, informational materials, implementation requirements, and other programmatic technical information as needed for state-wide distribution. Participates with other state staff specialists in coordinating and correlating the rangeland management program with the other Service programs. Provides technical assistance to Service personnel in the development of prescribed burn plans with operators of exceptionally large or complex ranching operations, characterized by wide variations in range, climate, and topographic conditions. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-9 grade level for consideration for the GS-11 grade level; one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: providing training, technical guidance, and coordination on prescribed burning, and other associated management of grassland and other types of land being managed. OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 years of progressively higher level graduate education leading to a to a Ph.D. degree or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include: developing prescribed burning and grassland management program; identifying and analyzing problems related to livestock and grassland issues; and providing the necessary professional staff services for addressing plant pest pressure and other grassland issues for the state. However, promotion is neither implied nor guaranteed. Physical Demands: he work is mostly sedentary. Some work requires periods of walking, standing, bending, climbing, or driving a motor vehicle. Employees occasionally carry light items, such as books, small instruments or samples, and other similar materials. Work may require occasional lifting of items weighing less than 50 pounds. Occasional overnight travel is necessary to attend meetings and conduct business away from duty station. Travel may require driving or other means of conveyance such as train, plane, or passenger in a motor vehicle. The employee may operate a motor vehicle. The work does not require any special physical effort. Work Environment: The employee will perform a combination of office work and occasional field work, which may involve exposure to moderate risks and discomforts such as those due to adverse weather conditions, travel in off-road vehicles and possible exposure to hostile wildlife, poisonous insects, plants and/or snakes.
