The Naval Criminal Investigative Service (NCIS) is an organization of over 2,200 personnel of which 700 serve at HQ and the remaining staff serve at offices worldwide. NCIS is the Department of Navy (DON) component with primary responsibility for criminal investigation, law enforcement (LE), counter-terrorism (CT), counterintelligence (CI), and cyber matters.  NCIS not only has primary responsibility for all criminal investigative, CI, CT, and cyber matters within the DON, but it also has exclusive investigative jurisdiction in non-combat matters involving actual, potential, or suspected criminal, terrorism, sabotage, espionage, and subversive activities. 

HOW OUR SHAREPOINT DEVELOPER WILL MAKE AN IMPACT:

Design new applications integrating using both the SharePoint Controls and Web Service implementations as part of the overall architecture.

Develop, test, and refine the applications to meet stakeholder requirements and established User Interface design.

Build web-based application to fulfill client’s business processes needs.

Isolate, diagnose, repair and resolve software problems.

Analyze and help develop and improve existing applications and processes.

Collaborate with teams, leadership and customers to aid in development and implementation of various applications, frameworks improvements and infrastructure changes.

Provide feedback for regular internal process improvement and best practice reviews.

Applies industry best practices to all development efforts

Post, edit, distribute, and maintain appropriate content for classified and unclassified website/portals in a SharePoint 2013 and 2019 environments

Develop and maintain an accurate, consistent, repeatable process for responses to official questions by collecting, consolidating, and preparing written responses to external RFI or internal query from leadership

Create and maintain records in compliance with DoD Records Management policies and directives

Organize data, establish file structures, and ensure information is captured and stored in locations accessible to various user groups

Develop Tactics, Techniques and Procedures (TTPs) for coordinating the flow of information and work to periodically test these TTPs during exercises.

Integrates information from departments and functions throughout the organization to facilitate easy access, sharing and dissemination of information with internal business partners and external customers Trains and educates front-end users of the knowledge management tools.

WHAT YOU’LL NEED:

Security Clearance Level: Active Secret clearance. Must be able to obtain a TS/SCI after hired.

Required Experience:

8+ years professional software development experience

Expert-level SharePoint development expertise with a detailed understanding of all aspects of the SharePoint platform, to included and not limited to:  content types, site columns, managed metadata and advanced search configuration with managed properties

Ability to work with and create customized list and library forms at the code level

Advanced understanding of CSS and master pages

Requires a firm understanding of technologies including .NET Framework, C#, AngularJS, Hyper Text Markup Language (HTML), AJAX, ASP.NET, XML, JavaScript, jQuery, CSS, Microsoft SharePoint Designer, complex SharePoint Workflows, Web Services, REST, Keyword Query Language (KQL), SharePoint Server 2013 and 2019, and Internet Information Server (IIS).

Required Certifications: CompTIA Security+ CE

Education: BS Degree or equivalent Computer Science or IT related degree

Location: Hybrid - Onsite in Quantico VA and Remote.

Timeline: Position is pending funding.

WHAT WE'D LOVE FO YOU TO HAVE:

Active Top Secret or TS/SCi security clearance

Desirable: MS certification in Web Development or SharePoint Applications

Desirable: Familiarity with AvePoint DocAve and Fly migration tools

Desirable: Experience with SharePoint 2019/SharePoint Online (SPO)

The likely salary range for this position is $138,072 - $186,804. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
