Neighborhood Code Team Leaders will assist the Bureau Manager and Division Head of Neighborhood Quality and Code Compliance with managing the city’s three (3) neighborhood service areas, modeled after the city's police precincts. The Neighborhood Code Team Leaders will be working team leaders that manage a staff of ten (10) to fifteen (15) inspectors each, which will be a mix of Neighborhood Code Specialist I, II & III’s. Neighborhood Code Team Leaders will be responsible for, but not limited to, managing caseloads and distribution of assigned areas for team members; working in tandem with the Division Head to implement short- and long-term goals for the team assigned precinct, responsible for on-call/emergency incidents that occur after normal working hours of the bureau; working an alternate schedule when necessary planning and coordinating logistics for sweep requests from other departments; and responsible for Standard Operating Procedures (SOP) maintenance at the Division Head’s request. Manages staff, assists with the preparation for prosecution of violators and acts as a liaison with other agencies and the community. Evaluates and designates areas to be inspected and the method of inspection to be utilized and ensures codes compliance. Essential Functions + Supervises a team of Neighborhood Code Specialist I, II & III’s. + Performs supervisory duties by preparing reports, reviewing subordinate work for accuracy and thoroughness. + Enforces Virginia Maintenance Code and City Ordinances. + Inspects properties by means of complaint, survey or 360 inspections. + Issues Uniform Notice of Violations and Notices of Violation under the Virginia Maintenance Code. + Performs individual case review to meet performance standards. + Maintains administrative records with documentation associated with each case in the case management software. + Issue and reviews summonses and prepares cases for legal action and testifies in court when applicable. + Identifies potential properties for USBC Demolition(s) and/or Derelict Structure Designation. + Prepares weekly administrative packages for nuisance abatement contracts. + Performs hotel/motel and elevator inspections as needed. + Resolves code enforcement cases with special circumstances (Adult Protective Services, Child Protective Services, VAST, Sweeps, and USBC). + Oversees and acts as a liaison for the Fire Red Tag and Virginia Natural Gas programs. + Manages caseload and distribution of assigned areas for team members. + Verifies and approves abatement packages from Senior Code Specialist(s). + Inspects demolished residential and commercial properties of the City of Norfolk Conducts case reviews with team to ensure accurate documentation is being maintained. + Provides “unresolved” reports to team to insure timely case management in division’s database. + Assigns and manages caseloads and other duties in the absence of Senior Code Specialist(s) and/or Code Specialist(s). + Ensures assignment and prioritization of emergency situations. + Researches, monitors, and develops training for team members. + Conducts performance evaluations of team members. + Prepares various reports for Bureau Manager, Division Head, Director, City Council, or civic league as requested. + Plans and coordinates logistics for sweep requests from other departments. + Reviews team member’s cases before court to ensure preparedness. + Case management of Derelict Structure status and/or Demolition priorities. + Provides contract management of properties in the Demolition program. + Responsible for on-call/emergency incidents that occurs during and after normal working hours. + Responsible for Standard Operating Procedures (SOP) maintenance per the Division Head’s request. + Researches and monitors residential and commercial properties designated through the Derelict Structure program. + Monitors and maintains case management and land management software. + Assists with “Freedom of Information Act” Requests. + Attends civic league meetings to represent the department. + All other duties as assigned. Education/Experience Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with six months/one year of advanced study or training past the high school equivalency. Junior college, vocational, business, technical or correspondence schools are likely sources. Appropriate certification may be awarded upon satisfactory completion of advanced study or training. Required: + Five years of experience in management and general knowledge in at least one of the following areas: building construction, building permits, building, fire or housing inspections, plumbing, electrical or mechanical trades, fire protection, elevators, zoning, or property maintenance. Additional Information & Requirements + Valid Driver’s License. + Property Maintenance Inspector Certification and ICC Zoning Certification within 18 months of employment + City of Norfolk Special Police Commission within 6 months of employment.
