Classification Description Summary
Under administrative direction, directs, manages, supervises, and coordinates the activities and operations of the Network Operations Division within the Communications & Technology Department; coordinates assigned activities with other divisions, departments, and outside agencies; and provides highly responsible and complex administrative support to the department director.
Essential Functions
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Assume management responsibility for assigned services and activities of the Network Operations Division.
Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
Plan, direct, coordinate, and review the work plan for technology staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
Select, train, motivate, and evaluate technology personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
Plan, acquire, and coordinate installation of in-house and remote hardware and software across the organization's network.
Develop and deploy methodologies for testing network performance and providing network performance statistics and reports; design and implement short- and long-term strategic plans to make certain network capacity meets existing and future requirements.
Manage all aspects of server maintenance and performance; acquire new servers and manage server infrastructure.
Manage and ensure effectiveness of network security solutions, including firewalls, antivirus solutions, and intrusion detection systems.
Conduct research and make recommendations on network products, services, protocols, and standards in support of network procurement and development efforts.
Negotiate with vendors, outsourcers, and contractors to secure network products and services.
Assess, approve, and administer all equipment, hardware, and software upgrades.
Establish best practices and policies for installing, configuring, maintaining, and troubleshooting end user workstation hardware, software, and peripheral devices.
Manage technology assets, including hardware, software, and network equipment.
Establish service level agreements with end users; approve and administer user accounts, permissions, and access rights.
Serve as the liaison for the Network Operations Division with other divisions, departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
Provide responsible staff assistance to the department director; conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.
Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of information technology; incorporate new developments as appropriate.
Respond to and resolve difficult and sensitive citizen inquiries and complaints.
Perform related duties as required.
Minimum Qualifications
The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.
Knowledge of:
Advanced principles and practices of information technology, networks, and PC operating systems.
Current industry standards in network and communications hardware, protocols, and standards.
Principles and procedures of public safety environment application support.
Principles and practices of technology infrastructure planning and development.
Principles and practices of project management.
Principles and practices of municipal budget preparation and administration.
Principles of supervision, training, and performance evaluation.
Hardware troubleshooting such as servers, routers, bridges, switches, hubs, modems, and network interface cards.
Pertinent federal, state and local laws, codes and regulations.
Ability to:
Oversee and participate in the management of a comprehensive information technology program.
Oversee, direct, and coordinate the work of lower level staff.
Conduct and direct research into information technology issues and products.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training:
A Bachelor's degree from an accredited college or university with major course work in computer science, information systems, or a related field.
Experience:
Five years of increasingly responsible experience in information technology or systems management, including two years of administrative and supervisory responsibility.
License or Certificate:
Possession of an appropriate, valid driver's license.
