This "NOAA Satellite Operations Engineering Expert" position with ASRC Federal Data Networks Corporation (DNC) on the Engineering and Mission Operations Support Services VI (EMOSS-VI) contract will support National Oceanic and Atmospheric Administration (NOAA) satellite missions as-assigned, in support of the Office of Satellite and Product Operations (OSPO) client based at the NOAA Satellite Operations Facility (NSOF) in Suitland, MD. This position will report to the EMOSS-VI Program Manager and will directly support the Geostationary Operational Environmental Satellites (GOES) Technical Lead, and Low-Earth-Orbit (LEO) Technical Lead as circumstances and schedules require.

 

Position requires application of knowledge and skills to wide areas such as: space and ground segment system engineering, real-time on-orbit operations, spacecraft command/control, command procedure development, data base development/maintenance, space systems communications, software test/command script development, training and engineering tool development. Candidate must possess excellent written, verbal and presentation skills. A proven record in coordination and leadership initiatives in the satellite operations environment is required. An emphasis on first-hand experience in satellite operations configuration management practices and organizational knowledge is required.

 

The candidate will participate in spacecraft integration and test and contribute to the development and verification of command procedures and mission operations plans and procedures. The candidate will participate in the operational validation of the ground segment, including interface tests, end-to-end tests, mission simulations and transition-to-operations. The candidate qualifications will include general and specific knowledge and skill in various spacecraft subsystems such as Attitude Control, Flight Software, Fault Protection, Telemetry, Command and Control, Communications etc.

 

Specific tasks include, but are not limited to:

Verify nominal daily flight and ground system operation and performance Perform real time troubleshooting and analysis during anomalies, including real-time problem identification and resolution, support in case of any in-orbit anomaly and participate in the investigation of ground system anomalies. Propose new or execute improvements to tools that will increase long term reliability, monitoring, and anomaly detection capability. Develop and improve ground system products used to command, control, communicate and monitor the spacecraft and ground system. Support various ground system software testing and verifications. Participate in integration and system testing of NOAA equipment. Coordinate deployments to operational system Co-plan and coordinate execution of Operations Regression Tests and report results Co-plan and coordinate execution of Parallel Operations Tests and report results Participate in reviews and design Technical Interchange Meetings (TIMs) Perform training of NOAA operations control center personnel Develop and maintain processes that enable coordination among satellite operations personnel branches for fulfillment of the NOAA mission. Provision of 24/7 on-call contingency support to real-time operations. Preparation of regular reports and liaison with internal and external personnel. Position will provide a historical overview of problems to assist in decision-making relative to operations effectiveness, process, or procedural changes over time.
