The primary purpose of this position is: to serve as a staff analyst in the Nuclear Training and Integration Office, with responsibility for research, development, planning, organizing, and recommending new and innovative corporate policies, practices and processes for the administration of AF nuclear action plans, human reliability programs and Force Development. Responsibilities Plans. organizes, and oversees the development and execution of Force Development activities within the Nuclear Training and Integration Office. Represents Command for nuclear matters with a variety of installation and functional area organizations. Documents planning and programming recommendations/decisions in appropriate formats to meet Air Force and Major Command requirements for the Human Capital Development. Prepares and delivers oral presentations such as briefings, consultations, and strategy sessions to secure cooperation, resolve controversial matters, convey information relative to proposed changes and ultimately improve nuclear enterprise. Development of Self and Organization: Maintains current knowledge of events, technology, and organizational policies and procedures which impact current responsibilities. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes mastery of qualitative and quantitative methods and techniques in the identification, consideration and resolution of issues and studies concerning the efficiency and effectiveness of Nuclear Force Development programs, training and education pipeline management and effectiveness. To include the analytical ability to anticipate management needs, plan and conduct appropriate studies or projects, analyze results, and recommend optimum alternative courses of action. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1 . Extensive knowledge of theories and principles of munitions and/or weapons planning, development, and execution sufficient to coordinate and integrate nuclear functions into a total, well structured, and viable program. 2. Skill in a wide range of qualitative and/or quantitative methods for administrative oversight, requirements definition, and milestone development. Skilled in applying LEAN evaluative techniques within virtual collaborative environments to obtain most efficient and effective recommendations and alternative courses of action. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through Division supervisors. Ability to communicate both orally and in writing to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted. 4. Skill in analyzing, planning, and adjusting work operations of one or more organizational segments to meet program requirements, goals and objectives within available resources. 5. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. 6. Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, facility programming, contracting, and customer interests and needs. Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
