Responsibilities

Position serves as a Nurse (Public Health) in a Medical Treatment Facility; responsible for public health assessment, assurance, and policy development for a health program and assigned beneficiaries in the servicing areas.

 

MAJOR DUTIES

 

1. Serves as a Public Health Nurse, with responsibilities in one or more of the following programs: child, youth, and schools services; communicable disease program management; animal bites/rabies prevention; pediatric lead program health promotion program; mass seasonal influenza vaccine immunization.

a. Child, Youth, and Schools Services (CYSS).

Administers and interprets regulatory and interim guidance on the health and safety requirements for staff and participants, as well as sanitation of facilities and homes. Serves as health consultant to garrison CYSS program, ensuring the health, sanitation, and safety needs of enrolled children are met. Conducts inspections of CYSS centers and family childcare homes to ensure safety and compliance. Administers public health nursing duties and practices, in accordance with established guidelines. Plans, coordinates, conducts, and evaluates classes on medication administration, first aid, communicable diseases, blood borne pathogens, pediatric health conditions/ treatments, and health promotion practices. Advises and develops action plans for the Family Advocacy Program special needs accommodation process (SNAP) and case review committee on pediatric health and developmental concerns. Advises on, and reports, communicable disease clusters or outbreaks. Interfaces with civilian health care providers, hospitals, and local community health departments.

b. Communicable Disease Program Management.

Assists in planning, conducting, and evaluating epidemiology and disease surveillance programs. Serves as the communicable disease nurse for disease surveillance and reporting, providing public health care services to beneficiaries of all ages in the Fort Liberty Area. Responsible for executing duties in disease surveillance programs; conducting epidemiological investigations; patient assessments; data tracking and analysis through electronic systems; and counseling, education, and case management for individuals, exposed to and/or infected with sexually transmitted infections (STI), hepatitis, rabies, influenza, and other communicable diseases. Provides education to individuals, family members, and military units in the areas of disease transmission, health promotion, and lifestyle risk reduction behaviors. Prepares and submits appropriate reports regarding patients infected with communicable diseases, as required by law. Monitors for trends in diseases of public health importance and ensures appropriate personnel are informed. Maintains responsibilities for the latent tuberculosis infection (LTBI) program, serving as primary point of contact for all MTF positive TB tests, referring and collaborating with other health care personnel and authorities, as appropriate. Manages all non-obstetric LTBI beneficiaries nursing assessment, support medical evaluation, patient education and monthly surveillance visits. Educates MTF staff regarding LTBI. Serves as the HIV program manager, providing HIV awareness classes to active duty, reserve, youth, and other eligible beneficiaries. Provides confidential education, counseling, and case management to newly diagnosed soldiers and healthcare beneficiaries, to include follow- up services.

c. Preventative Health Promotion Program.

Maintains population-based programs and services to prevent disease, protect the community's health, and enable family self-sufficiency. Develops, conducts, and analyzes needs assessments for program planning, assessing health status, identifying health risks, identifying resources, cost benefit analysis, and establishing priorities for health promotion and disease within the military community. Develops and implements research and evidence-based curricula, lesson plans, and health awareness activities for health education programs, classes, short courses, and training seminars. Establishes outcome objectives for all health promotion programs. Evaluates and interprets documents and data resources from federal, state, and local governmental agencies, to make recommendations for changes in health promotion programs. Assesses, recommends, and evaluates multi-disciplinary lifestyle management interventions for clients with pre-morbid health states. Conducts screenings to assess health promotion and maintenance needs in individuals and aggregates. Provides preventive services, such as immunizations and counseling, related to lifestyle health risks. Conducts health awareness activities, to include monthly health observance information, newspaper articles, and health screening activities at community fairs/forums, targeting intervention to change behaviors and promote healthy ideas/concepts, motivating individuals to adopt healthier lifestyles to improve and sustain their overall well-being. Represents the MTF, and leadership on interagency and interdepartmental committees, boards, and meetings, involving matters related to health promotion, disease prevention, and health education.

d. Mass Seasonal Influenza Vaccine Immunization Program.

Responsibilities include assessment, planning, administration, execution, and evaluation of the mass seasonal influenza vaccine program. Tracks and reports status of on-hand vaccine, number of vaccinations administered, adverse reactions, and other metrics, as required by MTF staff or higher headquarters.

2. Administrative Functions.

Develops and updates internal SOPs relating to program operations, documenting and maintaining patient records of counseling received or direct patient services, preparing relevant reports, and developing educational materials and tools. Develops and maintains annual program documents, monthly activity calendar, military unit health risk assessment profiles, monthly activity report, and supply/ equipment procurement actions. Assists with quality improvement and budget projections and requests. Provides assessment, planning, implementation, and evaluation of patient education and health promotion programs for the community. Develops, evaluates, and distributes patient education and health promotion information. Develops and maintains program standards, policies, and procedures for a comprehensive patient and community health education program, which includes quality assurance criteria and evaluation techniques. Designs and implements a data base of health educational resource material and educational programs. Provides briefings, lectures, or programs on patient education and health promotion topics.

Basic Requirement :

Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.).

Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination.

Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.
