**Responsibilities:**
The Nurse Manager maintains 24 hour-a-day accountability for all patient care and nursing activities on assigned unit. The Nurse Manager oversees and directs unit activities including standards development, human resource management, assessment of resource needs and utilization, staff development and communication within nursing practice as well as among other disciplines and departments. The Nurse Manager oversees all performance improvement activities at the unit level and participates in committees at all levels within the institution.
The Infectious Diseases Division of the University of Rochester provides all of the clinical services at the Monroe County (MC) Sexual Health (SH) Clinic through a contract with the Monroe County Department of Public Health. The MC SH clinic is a free, busy, walk in clinic serving a diverse community across a spectrum of ages. This position requires a person who possess strong clinical, leadership, communication, and management skills.
The Nurse Manager oversees all patient care and nursing activities and directs activities at the clinic including assessment of clinical practice standards, QI/QA activities human resource management, resource needs assessment, staff development and communication with both URMC system and the Monroe County Department of Health.
RESPONSIBILITIES:
Provide Management of clinical services:
+ Establishes and promotes care delivery standards necessary to achieve positive staff/patient quality and safety outcomes.
+ Maintain current standards of nursing care
+ Assure adherence with standards of the CDC Recommendations for Providing Quality Sexually Transmitted Diseases Clinical Services, 2020
+ Provide direct supervision of data and clerical staff, nurses and nurse practitioners
+ Develop and assign QI/QA activities on quarterly basis to assure practice operates at the highest level to maximize health outcomes, and healthcare system performance.
+ Supports effective interdisciplinary team building and communication through staff meetings, retreats, varied communication approaches and shared governance.
Work closely & collaboratively with Medical Director and ID faculty:
+ Maintain current standard of medical care as reflected in the STI medical policies, procedures, treatment guidelines, non-patient specific standing orders and medical protocols consistent with the CDC STI Treatment Guideline
+ Assess SH Clinic data and broader public health data to adjust clinical management protocols to respond to shifts in local epidemiology.
+ Participate in STI/HIV clinical research projects
+ Interact directly with external state and/or federal funders of grant supported research and clinical activities.
Work closely & collaboratively with the Monroe County Department of Public Health:
+ Assure compliance with all Article 28 regulations
+ Act as a liaison for communication/coordination with the Monroe County Depart of Public Health Nursing Services and STD/HIV Control Program.
+ Participate in Monroe County Department of Public Health activities, such as monthly program meetings, quarterly multi-disciplinary STI leadership meetings, ad hoc outbreak public health response planning.
+ Manage resources within the MC-UR contractual budgetary framework to assure that operation of the clinic remains within the allotted budget without compromising performance.
+ Manage ordering of clinical and office supplies, and pharmaceuticals to remain within MC budget restrictions.
+ Work with MC Billing Coordinator to assure that clinic billing procedures are compliant and accurately reflect care delivered
+ Provide direct patient care in NYS Article 28 Clinic
+ Perform a health history, including sexual history and behavioral risk assessment
+ Perform a limited physical examination
+ Administer treatment of sexually transmitted infections
+ Perform HIV/STI prevention counseling and testing.
+ Perform HIV post-test counseling
+ Perform venipuncture
+ Assess clients' suitability for HIV PreExposure Prophylaxis(PrEP) HIV PostExposure Prophlaxis(PEP) and Doxycycline PostExposure Prophylaxis (DoxyPEP) for the prevention of STIs
Professional development:
+ Participates in training and education required by NYSPHL Article 28 regulations
+ Fulfills requirements to maintain licensure as a registered professional nurse from the NYS Department of Education
+ Maintains current knowledge of clinical management of STIs
+ Participates in STI education sessions, including NYS Clinical Education Initiative Sexual Health Center web-based training, attending conferences
Other duties as assigned.
QUALIFICATIONS:
+ Bachelor's degree from an accredited Nursing Program and an active New York State Registered Nurse license in good standing required.
+ Experience working with Black/African American, Latinx communities, men who have sex with other men, and transgender/gender non-conforming communities a plus. Experience working with state or local Health Departments a plus preferred.
+ 2 years management experience preferred.
+ Strong clinical and phlebotomy skills. Fluency in speaking/reading/writing Spanish desired or an equivalent combination of education and experience. Effective problem solving, interpersonal communication skills and cultural competency preferred.
+ Able to function both independently and as part of a team preferred.
+ Able to take initiative, demonstrate resourcefulness, commitment to follow through and ensure high quality, timely completion of work preferred.
