HDR is leading the charge to modernize and decarbonize the nation’s electrical grid. We are looking for an experiencedEnvironmental Permitting and Right-of-Way (ROW) Section Managerto join our highly collaborative team in the New York. The successful candidate for this position will be a well-rounded, team-oriented individual, with excellent communication skills who is capable of coordinating and leading activities related to the routing, siting, and environmental permitting of large-scale energy infrastructure projects.
We will look to the successful candidate to lead a variety of environmental permitting and documentation projects or tasks that may include New York State Environmental Quality Review Act (SEQR), New York City Environmental Quality Review Act (CEQR), and National Environmental Policy Act (NEPA) documentation; Article VII permitting; Section 94-C siting; oversight and coordination of our ROW team; and consultation with stakeholders. This is a leadership position in the NY/NJ Area to help drive and grow our permitting and environmental team focused on delivering for our power clients.
Primary Responsibilities:
· Perform project management responsibilities for renewable energy siting, routing, licensing, and permitting projects, including preparing and managing scopes of work, budgets, schedules, and issue resolution; manage teams to deliver several projects concurrently.
· Lead consultation with regulatory agencies, public meetings/hearings, and client coordination.
· Lead the development of technical studies, prepare and review technical study reports, develop application documents, and coordinate HDR’s multi-disciplined environmental staff in executing studies.
· Lead the development of environmental documentation, including study reports, Environmental Assessments, Environmental Impact Statements, and applicant-prepared environmental studies.
· Assess and analyze siting and routing of energy infrastructure projects to identify constraints and barriers and develop recommendations for avoidance and/or mitigation.
· Assess and analyze project impacts to identify permit/license requirements and develop strategies to avoid or minimize project-related effects.
· Support marketing needs, including client development and strategies to expand our energy practice in the Northeast.
· Be responsible for the operational leadership of a team of experienced environmental professionals and ROW specialists and support their growth and development.
· Establish client relations and be involved with marketing, contractual, design and production meetings.

Required Qualifications
· Bachelor’s degree in biology, Environmental Sciences, Environmental Engineering, Public Policy, or related fields.
Minimum of 10 years of related professional experience.· 5 years’ experience siting, routing, environmental permitting, and licensing for energy infrastructure projects.
· 5 years’ experience leading the preparation of NEPA, SEQR, and Article VII documents.
· Strong writing and organizational skills.
· Proficiency with MS Office suite, strong people skills, excellent written and verbal communications skills.
· An attitude and commitment to being an active participant of our employee-owned culture is a must.
· Self-motivated, positive, flexible, team-oriented attitude with a willingness and desire to work as part of a multi-disciplinary team.
Preferred Qualifications
· Demonstrated experience with CEQR and New York City Uniform Land Use Review Procedure.
· Previous experience leading the Section 94-C process for renewable energy infrastructure projects in New York State.
· Familiarity with ROW requirements or related real estate services in support of energy infrastructure projects.
· Local candidates preferred.
