The Minnesota Department of Natural Resources is seeking to fill one (1) full-time Office & Administrative Specialist Principal position in the New Ulm Region 4 Headquarters office. This position will guide and direct the interdisciplinary coordination of services in the South Region Headquarters office complex, coordinate all office systems and services at the South Region Headquarters and provide administrative services to the Regional Director, Operations Services Division Regional Manager, Regional Planner, and Regional Information Officer. The incumbent will serve as Region Management Team (RMT) liaison for the Regional Director and represent regional clerical employees at staff and RMT meetings as requested. Responsibilities include, but are not limited to: + Provide administrative assistance to the Regional Director so that efficient and effective management of regional operations is achieved. + Provide support for a wide variety of meetings and special events as requested by the Regional Director, Commissioners Office, and the Regional Management Team. + Lead regional administrative efforts to ensure that customer contact and clerical and operation support services at the regional headquarters are provided in an efficient and effective manner. + Provide administrative assistance for regional activities that inform department staff, other state agencies, legislators and the public regarding DNR programs and activities. This position has a flexible work arrangement and may be eligible to telework on a part-time basis which is subject to change. If approved, the employee would be required to complete an annual telework agreement. This position will require reporting to the primary work location on a regular basis for meetings, training, onboarding, etc. **Minimum Qualifications** + Accounting/Budgeting/Expense reporting skills sufficient to monitor and balance budgets; analyze line items, locate errors, and recommend solutions; ensure spending is within budget and division intent; and effectively recommend budget transfers. + Experience in writing emails, memos, creating professional PowerPoint/Excel presentations. + Customer service skills sufficient to provide information to internal and external customers, including phone calls, emails, and walk-in contacts in helpful and courteous manner. + Ability to use good human relation skills to interact with others (common courtesy, tact, interest in positive problem solving, empathy, and logical organization of ideas). + Spreadsheets skills sufficient to: maintain accurate budget records and reports, compile, sort, and verify data accuracy before entering it, locate, and correct data entry errors, design, develop, and modify spreadsheets, and extract data. + Lead work skills sufficient to manage an office, plan, organize, administer, and direct the work of others, plan, schedule, assign, review, evaluate, coach, train, and recommend performance improvement needs for employees, and to develop and conduct training for administrative support employees. + Math skills sufficient to add, subtract, divide, calculate averages, do basic accounting and budgeting, make projections, track budgets and expenditures, and verify invoices for accuracy. + Advanced skills using Microsoft Office Suite or similar software programs sufficient to compose, create, modify, and publish calendars, memos, letters, documents, reports, charts, graphics, presentations, etc. + Documented experience developing and providing training and acting as lead worker to other staff. + A high level of human relations skills sufficient to create and support a positive work environment and successful professional work relationships. + Demonstrated ability to work independently. **Preferred Qualifications** + Knowledge of the Minnesota DNR. + At least three (3) years of experience performing advanced level administrative support and office management functions including this amount of time in budgeting, reporting, and records retention. + Bookkeeping skills and knowledge sufficient to prepare, maintain, and review purchasing files, reports, to analyze financial transactions, assign them to specific accounts, so that all funds are obtained, allocated, or transferred to appropriate sources in accordance with department and division policies. + Experience supporting leadership teams. + Experience with conflict resolution and demonstrated ability to collaborate toward a common goal. + Excellent verbal and written communication skills. + Ability to discern, manage, and maintain confidential and sensitive information. + Good working knowledge of and experience in SWIFT or other governmental statewide accounting systems sufficient to provide technical expertise, to query and compile reports and records; assist with preparing and maintaining spending plans, financial status reports, and budget requests. Ability to analyze a variety of data, select relevant information, and integrate data into meaningful responses and reports. + Good working knowledge of bargaining unit agreements and compensation plans sufficient to ensure compliance, coach supervisors, and answer questions relative to these agreements. + A high level of initiative, effort, and commitment to completing assignments efficiently. + Demonstrated skill with MS Office products sufficient to prepare reports, letters, financial statements, and to track and create statistical reports. **Additional Requirements** This position requires a Class D Driver's License with a clear driving record.
