Minimum Qualifications Minimum Qualifications: Candidates must be eligible for transfer or be reachable for appointment from the eligible list.If the eligible list contains fewer than 3 acceptors, a provisional appointment may be considered. Candidates must be a qualified employee of New York State and have had one year of permanent competitive or 55b/c service in an office assistant, clerical, or keyboarding title allocated to a salary grade 5 or higher.
