The Department of Fish and Game (DFG) is the state agency responsible for conserving the state's natural resources. DFG exercises responsibility over the Commonwealth's marine and freshwater fisheries, wildlife, plants, and natural communities and provides outdoor recreation opportunities to the public. *_Job Opening: _* The Department of Fish and Game seeks applicants for an Accountant III to perform the following duties: A cover letter referencing the correct position must be submitted as part of the application process and attached “as relevant” to the requisition. The Office of Fishing and Boating Access Accountant (Accountant III) oversees general business activities, administration of fiscal transactions, reviews requisitions, purchase requests, contracts for OFBA. The position monitors Division expenditures, supports the Department’s preparation of financial reports including spending plans and other budget requests, monitors federal reimbursement projects, confers with Division staff and perform related work as required. Under the direction of the DFG Accounting/Business Manager, the incumbent is responsible for the accurate and timely payment processing of all goods and services using the Massachusetts Management Accounting and Reporting System (MMARS) as mandated to and by the Department. While adhering to the Commonwealth’s and Department’s policies and procedures when processing vendor payments for goods and services, duties include, but are not limited to: * Processing and monitoring requests for payment from various funding sources within OFBA to meet the Division’s specific goals and objectives. * Reviewing documents such as invoices, packing slips, etc., for accuracy and completeness prior to processing. * Resolving discrepancies and vendor payment inquiries using MMARS research, reports, and discussion with internal and external customers as appropriate. * Conferring with Division and Department personnel and vendors through oral, written, and electronic communication to resolve accounting discrepancies. * Oversees business activities and fiscal transactions in MMARS for the Office of Fishing and Boating Access to ensure compliance with all oversight agencies rules, regulations, policies, and procedures. * Reviews requisitions, purchase requests, contracts, etc. to determine reasonable costs, availability of funds, and compliance with all oversight agencies rules, regulations, policies, and procedures. * Prepares and manages procurement processes for purchases in CLM/Commbuys (i.e., punch-outs, statewide contracts, requests for quotes, request for response). Provides procurement-related best practices and technical support to Department and Division staff. * Establishes tracking mechanism to monitor Division expenditures and revenues across multiple funding sources (i.e., operating, capital, and trust). * Provides support to the Department Director of Finance for submission of spending plans and other ad hoc budget requests. * Reviews and analyzes data concerning fiscal controls and fiscal data collection systems in order to determine effectiveness and compliance with rules and regulations. Recommend changes and improvements to internal procedures. * Provides technical assistance to OFBA staff, contractors, and others regarding fiscal policies, procedures, and guidelines. * Performs duties such as maintenance of records, preparing reports, attending meetings, contact vendor representatives and contractors relative to contracts, equipment, supplies, and services. Position is required to report to the Boston Office one day a week and the Westborough Office 1-2 days a week. *QUALIFICATIONS REQUIRED AT HIRE (List knowledge’s, skills, abilities)* * Understanding of the principles and practices of accounting including terminology. * Ability to gather information by examining records and documents and through questioning individuals. * Maintain accurate records. * Establish and maintain harmonious working relationships with others. * Ability to work independently as well as a team environment. * **Preferred Qualifications:* * Knowledge of state contract system and state forms and procedures. * Comprehension of proper telephone procedures for making and receiving calls. * Knowledge of the state’s accounting system (MMARS) and state’s procurement system CLM/Commbuys. * Knowledge of Microsoft Office software and various database or accounting technology. *First consideration will be given to those applicants that apply within the first 14 days.* MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.* III.
