On-Call Regulatory Specialist (Public Policy) and Technical Editor

Are you looking to work on current and emerging policy issues?  Do you want to apply your education and experience to help government agencies improve the way they develop and implement regulations, policies, and programs?  Our Regulatory, Policy & Economics (RPE) line of business has over 30 years of experience supporting the design, implementation, and improvement of federal programs and is seeking an on-call policy analyst to join them. The on-call position is available immediately and will have variable weekly hours, typically involving approximately 5-15 hours per week. 

This on-call position will join our multidisciplinary team of regulatory specialists, policy analysts, economists, and attorneys who combine research and analysis skills to solve unique public policy challenges through innovative, accurate, timely, and high-quality products and services.  Our dynamic work environment involves working on multiple projects simultaneously, supporting a wide range of federal and state agency clients, and providing a wide range of support services.  


Job Responsibilities:

Ideal candidates will employ strong research, policy analysis, and writing skills to contribute to rulemaking documents, stakeholder and public comment reports, policy papers, and technical background documents.  Duties also will include technical writing and editing, as well as report production.  This candidate will work within interdisciplinary teams supporting federal government clients who develop and implement regulatory programs affecting the environment, homeland security and immigration, transportation, workforce development, nutrition, and food/drug safety, and other national priorities.

What you’ll do…

Participating in short- and long-term engagements to support federal clients whose responsibilities are to develop policies and craft regulations that implement a desired policy, explain the rationale of the rulemaking to interested parties, and implement the regulatory requirementsDrafting, editing, and formatting federal agency rulemaking documents and developing/adapting style guides for new agency rulemakingsSupporting federal agency efforts to transparently manage and analyze public comments received on proposed agency rulesConducting research and synthesizing information from rulemaking documents, literature, and other reportsImmersing oneself rapidly in varied projects for multiple clientsProviding verbal and written progress updates to project staffInteracting with clients to understand and manage expectations and foster long-term relationships

Minimum qualifications:

Bachelors degree, plus at least 3 years of relevant work experienceTechnical editing experienceU.S. Citizenship is required per federal contractsAbility to obtain and maintain a moderate-level government security clearance from select government agencies, including the Department of Homeland SecurityStrong analytical, writing, organizational, problem-solving, and time-management skillsAbility to prioritize and work on multiple projects under strict deadlines in a fast-paced environmentExcellent verbal, interpersonal, and written communications skillsDetail-oriented and team-oriented approachProficiency in MS Office (Word, Excel, Outlook, PowerPoint)

Preferred qualifications:

Masters degree (JD, MPP, or equivalent), plus 2 years of relevant work experienceUnderstanding of and experience with the federal rulemaking process

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$65,416.00 - $111,207.00
