Overview
Join our team as a Operation Technology Specialist for either our Resource Recovery or Water Supply facilities!
In these key roles, you will be responsible for the operation and maintenance of vital operational technology (OT) systems. While both positions focus on enhancing the efficiency and reliability of our services, one will be dedicated to our Resource Recovery facilities and the other to our Water Supply systems.

** The full range for the SCADA Specialist position is $31.98 - $38.09/hour and will increase each year for longevity and cost of living adjustments.
Essential Functions
+ Perform the functions required to maintain operations of the varied OT data acquisition systems (local and remote), including installation, maintenance, calibration, troubleshooting, testing, repair, database management and historical logging.
+ Modify, create, and troubleshoot the Human Machine Interface (HMI) control screens, database and logic components; and the Programmable Logic Controller (PLC) programmatic/logic programs and controls.
+ Facilitate the technical design, installation, start-up, and maintenance of OT systems, including control equipment, pumping, electrical, communication, instrumentation, emergency operations, etc.
+ Perform setup and configuration of new OT hardware/software, including testing and implementing appropriate updates; maintain up-to-date secure backups for all OT components.
+ Collaborate with City IT to ensure functioning end-user computing equipment works with SCADA systems, including setup and continued timely maintenance of desktops, laptops, monitors, tablets, and all other IT systems; provide support and administration of OT software applications.
+ Partner with City IT to maintain adequate server and network infrastructure, and security practices for SCADA systems, including setup and configuration of new IT hardware/software, maintenance of network infrastructure, virtual server environments, storage systems, backup and fault tolerance, etc.
+ Perform installation, operation, setup and maintenance functions of varied security and surveillance equipment both at central offices and in the field; maintain alarming and callout systems.
+ Maintain and create accurate documentation for both IT and OT systems, including standard operation manuals, third party technical documentation, change logs, varied system inventories, etc.
+ Coordinate with resource recovery and water supply operators to monitor OT systems, assisting with analysis and changes to operations of automated control systems for facility, pump stations, sewer lift stations, wells, pressure reducing valves (PRVs), etc.
+ Advise Supervisor regarding necessary updates, including software, and hardware required to maintain equipment or construct replacements.
+ Performs other duties, as assigned.
Knowledge, Skills and Abilities
+ Knowledge of and ability to promote department safety considerations, City safety policies, and OSHA standards, rules, and regulations.
+ Knowledge of office policies, procedures, and practices, including customer service, record management, etc.
+ Knowledge of Windows based computer systems and servers.
+ Knowledge of basic SCADA controls, alarms, and screen navigation.
+ Skill in networking, routing, and switching OT systems, including the ability to utilize, maintain and troubleshoot remote site security systems.
+ Skill in utilizing computers, various software, and databases with the ability to learn job-specific applications and equipment.
+ Skill in communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with diverse individuals.
+ Ability to read, interpret and apply information from maps, field notes, drawings, and information from SCADA systems.
+ Ability to learn street names and geographical layout of the Missoula community, including the locations of remote utility facilities (telemetry locations, lift stations, well & booster sites, PRVs, tank sites, etc.).
+ Ability to utilize and practice Federal and State industry-accepted security and risk management frameworks and standards.
+ Ability to learn departmental and City of Missoula practices and procedures, including Missoula Municipal Code, and municipal water operations.
Working Conditions:
+ Position requires the ability to lift and maneuver 55 lbs. or less.
+ Work environment may include exposure to unavoidable weather conditions, occupational hazards, chemicals, wastewater biohazards, live electrical equipment of varying voltages, construction hazards, and physical risks, including working in confined spaces or high traffic areas, which require following basic safety precautions.
+ Duties may require the use of fixed and portable ladders to gain access to structures up to 30 feet in height or entering tanks and basins.
+ Position may require standby and overtime hours.
Qualifications and Additional Application Materials
+ Any combination of education and experience equivalent to five (5) years’ experience in information technology, electronics, software installation or another related field.
+ Must have a valid Montana driver’s license with a verified acceptable driving record, or the ability to obtain within 30 days of hire.
+ Must be able to pass a background investigation.
