Job DescriptionProSidian seeks an Operational Energy (OE) Strategy Technical Expert to provide advisory and analysis services OBO The United States European Command (USEUCOM) Operational Energy (OE) Strategy Program necessary to implement the Department of Defense (DoD) OE Strategy and USEUCOM OE Program and synchronize planning, programming, and projects across USECOM. The ProSidian Engagement Team shall provide a technical expert who shall work within USEUCOM Headquarters on Patch Barracks, Stuttgart Germany. The Operational Energy Technical Expert shall serve as the USEUCOM OE Technical Expert and provide programmatic assistance and support to the US Govt. to synchronize OE efforts in USEUCOM and assist in the implementation of DoD’s OE Strategy.
In military planning, OE provides energy security for the Warfighter to assure the United States (US) forces have a reliable supply of energy for military missions. USEUCOM’s OE Program must incorporate DoD, Joint Staff, USEUCOM, and North Alliance Treaty Organization (NATO) guidance and analyses in planning to address energy risks and opportunities across the full range of military operations. Additionally, the OE Program must i.e. assess energy-related operational risks and identify associated capability gaps and ii, ensure that joint training and exercises improve the Joint Force’s Tactics, Techniques, and Procedures (TTPs) for the delivery and use of energy.
Operational Energy (OE) Strategy Technical Expert shall also support initiatives for the DOD to take advantage of improved technology and the Department’s steadily improving understanding of operational energy challenges to ensure the consistent delivery of energy to the warfighter. The DoD relies on the extensive expertise in these areas to ensure separate domains execute in a safe and effective manner that accounts for their unique energy requirements. Significant changes within the operational environment will further increase the demand for fuel as operations must be conducted across vast distances.
Balancing out the Department’s energy portfolio is installation energy, which is the energy used to power installations and enduring locations, as well as the non-tactical fleet vehicles used at those locations. In many ways, installation energy supports warfighter requirements through secure and resilient sources of commercial electrical energy, and where applicable, energy generation and storage, to support mission loads, power projection platforms, remotely piloted aircraft operations, intelligence support, and cyber operations. There is a range of initiatives outside the scope of this strategy that support installation energy resiliency and cyber security of related industrial control systems.

The Operational Energy Technical Expert shall provide strategic planning, programming, and functional expertise, and employ a rigorous analytical approach to help identify objectives, assess current needs and capability, and use their knowledge and experience to help develop options for closing gaps and exploiting opportunities to improve DoD’s energy performance. The work shall provide Energy Technical Support to the Govt. to synchronize OE efforts in HQ USEUCOM and assist in the implementation of DoD’s OE Strategy. The desired effects of the OE Program include improved energy performance of the joint force, diversification of energy supplies and sources, including renewable and alternative fuels, and effective inclusion of energy analyses in DoD requirements and USEUCOM campaigns and operational planning.
Identify OE-related risks in USEUCOM campaigns and operational plans and coordinate measures to effectively mitigate such risks through deliberate planning, assessments, policies, agreements, and programmatic solutions.Identify opportunities to diversify energy supply across the joint force and coordinate measures to reduce OE risks and improve energy resiliency through deliberate planning, assessments, policies, agreements, and programmatic solutions.Improve energy supportability for theater campaigns and major operations by incorporating OE analysis into campaign planning and the Joint Operational Planning Process (JOPP).Recommend appropriate USEUCOM advocacy for service-driven planning, programming, and force modernization to increase the warfighting capability of the joint force and enhance mission effectiveness of the current force. This may include solutions to be developed through the Joint Capabilities Integration Development System (JCIDS) which includes analysis of doctrine, organization, training, material, leadership, personnel, and facilities.OE STRATEGY TECHNICAL EXPERT TRAVEL: The ProSidian Operational Energy (OE) Strategy Technical Expert shall be required to travel CONUS and within the USEUCOM AOR during the performance of this contract to attend meetings, conferences, and training. Likely destinations include Washington D.C.; Ramstein Airbase, Germany; Clay Kaserne, Germany; Grafenwöhr, Germany; Mons, Belgium, Vilnius, Lithuania; and Naples, Italy. The ProSidian Engagement Team may be required to travel to off-site training locations and to ship training aids to these locations in support of this PWS. Energy Strategy Technical Expert will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.
SECRET FACILITY CLEARANCE: The ProSidian Engagement Team shall possess and maintain a final SECRET facility clearance from the Defense Security Service IAW DoD 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) and AR 380-49, Industrial Security Program. The ProSidian Engagement Team’s employees, performing work in support of this contract shall have been granted a SECRET from the Defense Industrial Security Clearance Office. The Facility Security Clearance must match the highest security clearance required for personnel. The DD 254, Department Of Defense Contract Security Classification Specification is provided as an attachment in the basic contract. The DD 254, Department Of Defense Contract Security Classification Specification is provided via ACCS.
SECURITY REQUIREMENTS: Security Program: All ProSidian Personnel performing work under this contract must have an active personnel security clearance at the SECRET CLEARANCE level in the Joint Personnel Adjudication System (JPAS), and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254.
QualificationsSPECIAL QUALIFICATIONS: The Operational Energy (OE) Strategy Technical Expert shall provide planning and programmatic assistance and support to the Govt. to synchronize OE efforts in HQ USEUCOM and assist in the implementation of DoD’s OE Strategy. The Operational Energy Technical Expert must possess the expertise in both development and coordination of concepts and requirements, and application of current and emerging energy technologies as they apply.
