Operations and Security Manager| PIPP

About the Program 

The Institutional Partnerships Program (IPP) commenced in 2017 and continues Australia’s long history in providing government-to-government assistance and institutional strengthening in PNG. 

From April 2022 PIPP has been designed as a standalone investment implemented by Abt Associates working closely with DFAT, Whole of Government (WoG) partners and Government of PNG counterpart agencies. 

The program will be focussed on ensuring the safety and wellbeing of Australian Government Entity (AGE) officials in PNG and supporting DFAT and AGE’s to maximise the benefits from government-to-government relationships in line with the principles of Comprehensive Strategic and Economic Partnership (CSEP) and Partnerships for Recovery, while also assisting AHC to leverage AGE experience into other DFAT investments.

Abt Global will provide program management and logistics support to WoG agencies participating in the PIPP. There are a small number of other Australian agencies working on sectoral programs who may access logistics services provided under the agreement between DFAT and Abt Global.

Abt Global will provide core management services across:

a. Program Implementation and Management; 

b. Deployment Support and Logistics; and 

c. PIPP Operations Management.

About the Opportunity

The locally engaged Operations & Security Manager (OSM) will provide management of security, safety, Workplace Health and Safety, risk management, procurement, deployment support including travel, logistics, fleet management, and PIPP operations. In addition, the role will provide capacity building and support for local staff whilst working cooperatively with AHC in PNG and Abt PNG programs personnel. The OSM will guided and developed by the current expatriate OSM and Team Leader (TL) during the transition phase. 

 

Key responsibilities 

The Operations and Security Manager will be responsible for:

End to end deployee support services particularly security and safety relating to all operational management functions of the program In collaboration with the PIPP Team Leader, facilitate the formal and informal in-country consultations with GoPNG partners, private sector actors, DFAT Canberra, AHC staff and sector teams for the PIPP Deed of Standing Offer. Ensuring the DFAT HRM standards are met, including deployment, mobilisation, repatriation, pastoral care approaches, and safety and security including but not limited to: Review and deliver effective security risk assessments, security and health briefings, and updates and alerts. Conduct accommodation and workplace assessments as part of normal security and WHS requirements. Facilitate provision of reliable communications, including AlertMedia security alerts, mobile phones, and UHF radios. Support and provide access to pastoral care and counselling services.  Support deployees in developing operational budgets. Adhere to and ensure the ongoing development of PIPP Comprehensive Security and Risk Framework to support and provide 24/7 response for the program, including:  Security contractor with specific control room operator providing duress alarm monitoring and emergency security response coordination.  Travel assessment, planning and monitoring processes. In collaboration with the PIPP TL, operationalise Abt’s Enterprise Risk Management Framework and oversee risk management functions including: Adhering to the Adaptive Framework at country and program level Accountability for PIPP key program risk areas including child protection, fraud, WHS and security  Activate and manage lease agreements with Airways Hotel on behalf of the Commonwealth of Australia. Lead PIPP procurement services and ensure compliance to Commonwealth Procurement Rules, Abt policies and contracts including security and communications providers Oversee PIPP fleet management including but not limited to: maintaining register of vehicles, allocations, maintenance/ service/fuel, registrations/ insurances, and drivers’ licence expiry dates.  Adviser and Deployee compliance with MV Usage and Code of Conduct. Ensure GPS tracking is managed and reported. Maintain and provide a weekly Deployee Register and respond to any emerging risks. Maintain register of assets and sign in/out process for deployee allocation. The local OSM will be mentored and supported by the Team Leader (TL) and OSM during the transition phase in terms of capacity development and delivery support to the program 

 

Key deliverables

Provision of weekly reports covering Deployee Register, Security Incidents, WHS, Assets, Compliance Refresh Standard Operating Procedures and Policies. Review and update Health Safety & Security Plan (HSSP) Provide workplans and budget estimates to PIPP TL Review and update the PIPP Operations Procedure Manual in line with programmatic changes

 

Key working relationships 

PIPP Team Leader  DFAT Post in PNG including AHC Security Managers (RSO) Australian Government Entities (AGE)  PIPP Senior Management Team  Abt Senior Management Team & Abt Corporate  Australian Government Deployees and dependants Security provider; and  Any other key third-party providers

 

About You 

For applications to be considered, a response to the key selection criteria below must be provided. 

Demonstrated at a minimum a Level 6 Diploma in Safety and Security discipline or demonstrated equivalent experience. Demonstrated 8 to 10-years’ experience in safety and security management including development and operationalisation of Safety and Security Plans and Crisis Management Plans. Experience operating in Melanesian Pacific context – preferable PNG. Advanced First Aid and possess a Class 6 PNG Drivers Licence Understanding of the strategic purpose of the Australian PNG Partnership. Experienced in managing and maintaining facilities including office spaces, storage, and vehicle fleets. Capacity to work in challenging environments with Excellent communications skills in a culturally diverse setting.
