Operations Manager

Responsibilities Serves as secondary liaison between company and Government for the Program, interfacing with Government contracting authorities, other agencies, technical representatives, and managers. Assists the Program Manager with the day-to-day operations; serves as the main POC for the site in the absence of the Program Manager Ensures the timely execution of all contractual requirements. Ensures that all CDRL reporting requirements are met within the established timelines Provides leadership, consultation, and mentoring to all assigned personnel, creates development opportunities for junior leaders and fosters a culture of continuous teaming throughout the organization. Ensures program goals (operational and financial) align with V2X/Vectrus Strategic Plan Validates labor, ODC, and travel CLINs contract awards and invoices. Manages, maintain, and optimize multiple processes, to include travel authorizations and reporting, personnel clearance updates, monthly financial deliverables, and other pertinent data required to fulfill program functions. Manages subcontractor funding requirements, maintains prime and subcontractor underway schedule, and coordinates funding mods. Ensures timely sub and vendor purchase requisitions are completed, and updates documentation to track schedule and cost changes. Supervises cost estimates for travel, ad hoc support, and new tasks upon government request; works with program budget analyst on new tasks and to update monthly forecast with underway hours, travel, PTO, and relocations. Coordinate with Intelligence, Logistical, and Operational elements assigned to or affiliated with the 18 respective Intelligence Community (IC) organizations and Joint Special Operations Community (JSOC) including federal law enforcement agencies. Resolve an array of tactical and operational issues, applying or creating new processes and procedures to fit requirements specific or tailored to mission location or requirements. Provide direct and indirect operational support in the following disciplines: Finance and Budget, communications), Engineering (i.e., systems, mechanical, and electrical), Information Assurance, Technology Insertion, Technical Operations, Information Technology, and Project Management. Provide the Client with senior executive-level guidance, review and/or writing of Statements of Work for use with program subcontractors or vendors based on Client requirements. Provide operational and logistical feasibility and financial analysis in support of directed areas current and future operations, infrastructure support and missions, as required. Provide technical logistical and operational support analysis, guidance and recommendations to the Program Manager(PM)/Contract Officer Representative (COR) in support of contractors’ proposals for execution of various Statements of Work. Mentors junior staff. Supports program in other matters as required. Performs additional duties as required. Qualifications Minimum Qualifications: Education and Experience: One-year related experience may be substituted for one year of education, if degree is required. A minimum of 10 years with 5-years of supervisory experience qualifying for the respective position in Logistics Management services (DoD and IC) and possession of High School Diploma, or eight (8) years of experience qualifying for the respective position and possession of an Associates’ college/university degree relevant to qualifications of the position, or five (5) years of DoD, IC, or JSOC experience qualifying for the respective position and possession of a Bachelor’s college/university degree relevant to qualifications of position. Experience in planning personnel requirements, changing mission requirements, and military correspondence. Experience and/Familiarity with the FAR; supply chain and enhanced OPSEC procurement principles and methodologies of the principles of organization, management, leadership and administration. Certificates: Project Management Institute (PMI) Project Management Professional (PMP) or an equivalent certification. (DESIRED) Other Requirements: Ability to perform in a discrete, secure operational environment Proven experience in solving challenging technical problems. Knowledge and understanding of the Department of Defense (DoD) and Intelligence Community (IC) including Combatant Command Organizational Structure. Specialized areas of experience include operating in an enhanced OPSEC environment, working with subcontractors (including vendors), reviewing including developing Rough Order of Magnitudes (ROMs), financial forecasting, and proposals, implementation of contract modifications, interactions with the Procuring Contracting Officer (PCO) and COR. Ability to manage numerous tasks and projects, implemented Mentoring junior staff. Advise and assist the Program in managing, supervising, and leading a team of professionals across an array of functional area disciplines. Advise and assists the PM with managing an annual multi-million-dollar budget. Advise and assists managing the P&L of the contract and identifies cost savings and growth opportunities. Advise and assist Client and Project Managers or task leads with planning, programing, budgeting, and executing project schedules. In the absence of the PM, presents to corporate leadership during monthly Program Management Reviews, and review EAC, ETC, AOP, and current financial data. Provides monthly Contract Data Requirements List (CDRL) documentation to the government customer, to include financial projections. Be prepared to discuss and explain cost variances, budget, and funding for Labor, ODCs, and Travel CLINs. What We Bring: At V2X we strive to be market competitive in our total reward offerings. The following salary range is intended to display the value of the company’s base pay compensation and may be modified at the discretion of the company. USD $ 150,000 - 190,000 Provided salary range minimum and maximum values correspond to variances between regional/geographic locations across the United States.
